    A Quick Introduction to the Gushemege Sector
    Gushemege lies along the trailing edge of the Great Rift, lying
    just to rimward of Vland. As a result much of its early history
    was dominated by the Vilani, although the Loeskalth and the Smrii
    also played their part. Solomani expeditions arrived in Lagan
    subsector around -2223 PI. During the Long Night the Lancian
    culture was born, and during the Third Imperium the sector had a
    relatively quiet and successful time. The rebellion saw immense
    devastation, with large conflicts between the fleets of Lucan,
    Strephon and Dulinor, and many sectors were turned into Warzones
    and even Black Warzones. With the coming of the New Era,
    Gushemege still reeks of the stench of death. Lancian culture has
    retreated within itself, neither the Vilani or Regency have
    re-expanded into the Sector, and there are rumours of a Virus
    pocket cyber-empire in the old Rure sector.
    Gushemege (gu-SHEM-eg-uh) is an Old High Vilani word meaning
    "passageway", and relates to the J-1 route, the Gushemege Main,
    which runs from Vland to Verge and Reft. From this route the
    Vilani gained access to these Rift bordering sctors. The
    pronounciation is not constant and is rendered gush-MAYGE in the
    Lancian Cultural Region and guh-sh-MEG in the Ushi argot of the
    traders of the Gushemege Main.

       This is a revised version of the document produced by me in
    1990. It is the result of comments on the original document from
    Clay Bush and J Duncan Law Green, and additional development and
    review by myself. Most of the changes are cosmetic or to correct
    typos. Additional information is provided on Lancia,
    communications routes, trade, and the rebellion.
       Gushemege is a sector at the mercy of its astrographical
    position. First occupied by the Vilani, then the Solomani, then
    Aslan, then Sylea, and finally the Vilani again Gushemege is used
    to invasion and subjugation. The current rebellion, with the
    Sector a battleground between Dulinor, Strephon, Lucan and the
    Ziru Sirkaa is seen as just one more example of this history.
    Hardly surprisingly Gushemege has developed a healthy distrust of
    foreign powers, and a preference to be left alone to get on with
    its own life. Within the Sector there is an ample variety of life
    and culture, who needs any more?
            Examining the Jump-1 routes in Gushemege the Sector
    appears split into four main sections: the Gushemege Main running
    from trailing-core to spinward-rim, the "island" like worlds on
    the edge of of the Rift to spinward of the Gushemege Main, a
    small and of worlds to rimward along the border with Ilelish, and
    a large group of worlds covering four subsectors to rim and
    trailing of the Main.
                 Trade Routes of Gushemege
            Whilst XBoat routes give valuable information about
    communications in a sector they do not indicate the major trade
    routes. By mapping Industrial, Rich, and High Population worlds
    the major trade route through the Sector, the Oulpath, becomes
    apparet. This follows the route Tansa - Isi Ahto - Shire -
    Dashinshaii - Truax - Laeth - Vipach. The Oulpath is the
    conventional powerbelt of Gushemege. Of particular note is the
    section from Vipach to Dashinshaii which is known as the Ginupa
    Radix, and the one from Dashinshaii to Shire which is known
    amongst starfarers as the Ushuuri Way. These two regions contain
    much of Gushemege's population and production.
            Gushemege has good links to neighbouring sectors, with
    Jump-1 routes to Vland, Reft and Verge through the Gushemege
    Main, and Jump-2 routes to Dagudashaag and the Ilelish and
    Zarushagar Mains from the Oulpath. As a result of these links,
    and driven by its relatively low population and industrial
    capacity, Gushemege has made much of its wealth through the
    conduct of trade. Initially the Vilani "passageway" to Verge and
    Ilelish, Gushemege was well placed to benefit from the trade of
    the Ziru Sirka. With the rise of the Solomani the emphasis
    shifted to the Oulpath and the links to Dagudashaag. With the
    establishment of the Third Imperium Gushemege prospered on the
    trade along both the Main and the Oulpath, and on out to the
    sectors beyond.
                 The Subsectors of Gushemege
    The Missing Data
       Gushemege is only sparsely recorded in the First Survey, with
    no XBoat routes or Subsector names or Capitals given. In the
    absence of such information details are provided below.

    A Short History
    "....when given a chance to behave in an unorthodox manner,
    Gushemege has often done so." - Naasirka Corporate History
    The Ziru Sirka
       Vilani scouts first entered into Gushemege around -9000.
    During the establishment of Vilani rule Naasirka came into
    contact with the Kukhunen and Loeskalth cultures based in Tansa
    and Vipach subsectors respectively. By -5400 the Loeskalth were
    beginning to pose a problem to total Vilani domination, and in
    the course of the Consolidation Wars their culture was utterly
    destroyed. By -4300 only myths remained. The Kukhunen fared a
    little better. Their imagination proved a more effective match
    for Vland, and a valuable asset to the tradition-bound
    bureaucrats of Naasirka. After 3000 the rising power of the
    Kukhunen proved an ever increasing threat to Vilani rule in
    Gushemege, threatening as it did the whole Gushemege Main.
    The Long Night
        In -2223 the first Solomani fleets entered Gushemege, and by
    -2204 the Ziru Sirka had been overthrown and the Solomani
    governors  of the Rule of Man appointed. Sector activity shifted
    from the Gushemege Main to the Oulpath, and Dashinshaii, Shire
    and Truax rose in power and prestige. As the Rule of Man faded
    from -1800 the cultures interior to Gushemege began to assert
    themselves, but technology collapsed too rapidly for  empires to
    form. From -1000 the first of the few Aslan Ihatei to reach
    Gushemege arrived. The first were the results of misjumps, the
    later the result of planned colonisation. The clans of Ua-wairlew
    and Faowaou dominated Aslan settlement, which took place in
    Truax, Dashinshaii and Shire. During the Long Night the best
    technology in the Sector was at TL9, later developing to TL10 in
    the late -200s.
       During the Long Night Kukhunen culture underwent a
    metamorphosis. After centuries of conflict with the Ziru Sirka,
    and then the Solomani Kukhun was a war ravaged planet. As
    interstellar contact failed rival blocs competed for power and
    the planet waa on the brink of self destruction. It was only when
    the Lancian movement alerted the world  to the fact that the
    planet was plunging into an ice age that stability was restored.
    For the next few centuries the Lancian movement co-ordinated the
    planets actions in response to the advancing  ice, and at the
    same time imbued the Kukhunen with a new philosophy which
    channeled their imagination into creative uses, stressing
    creativity over destruction, and art and beauty over war and
    horror. By the timw that the planet had a successful plan of
    defence against the ice the Lancian philosophy had become deeply
    ingrained into the Kukhunen psyche and the Lancian culture had
    been born.
                         XBoat Routes in 1116
    The Third Imperium
       By -150 Lancia and other nearby cultures in Vland and
    Dagudashaag were beginning to spread amongst the stars again.
    Around -75 the first Sylean scouts ventured into the Sector. By
    the early 100s the first Gushemege worlds were joining the Third
    Imperium. Lancia, suspicious of this new galactic power,
    resisted, as did its neighbours the S'mrii. Both were eventually
    subsumed as a result of the bloody Vilani Pacification Campaign
    started in 76. The Archduke of Vland followed the campaign by the
    compulsory settlement of many Lancian worlds by Makhidkarun.
       The worlds in the rimward portions of Laeth and Truax had long
    been influenced by the Ilelish culture to rim. They had no
    hesitation in joining the Ilelish revolt in 420, but were rapidly
    brought back into line after Martin III imposed a blockade.
    During the 500s and 600s Gushemege was a centre for psionic work,
    especially in Lancia and Rure. Psionic development continued
    throughout the Civil War, in which Gushemege, unenthusiastic
    about galactic governments, took little part. Lancia was finally
    granted Cultural Region status by Margaret I in 732, a reward
    overdue for helping to break the Solomani power at court. The
    Kamurinmur Rebellion of 760 was largely held to be the result of
    psionic meddling, and the Psionic Suppression that followed drove
    psionics underground. Many researchers turned their attention to
    nanotechnology and bioelectronics instead, technologies in which
    the Lancian Cultural Region soon excelled.
       Since the Civil War the senior duke of Gushemege has come from
    the Miikadgaa line. Duke Sirgi had steered Gushemege well through
    the 1000s. Sirgi's greatest coup was undoubtably the marriage of
    his daughter Iolanthe to Strephon, cementing a long standing
    friendship between the Miikadgaa and Alkhalikoi families. With a
    similar eye for the future Sirgi also had his son Kirshaam marry
    the daughter of a lea
    ding Lancian family.
            By 1116 Gushemege was in a contented position, making an
    honest credit from trade. Lancia kept  the Imperium supplied with
    art,  mythware and bioware. The Duchess Iolanthe's marriage to
    the Emperor had raised the Sector's profile, but only the Corro
    and Tourops seen much profit.
    Cultural Regions
       Any one who travels in  Gushemege soon realises that it is far
    from a homogenous whole. Millenia of trade and travel, conquest
    and colonisation, development and evolution have meant that the
    Sector has developed distintive regions, each with their own
    styles and strengths. The astrographic analysis at the beginning
    of this document identifed four such regions, and the officially
    recognised Lancian Cultural Region is obviously a fifth. In total
    seven regions are commonly identified within the sector.
                        Regions of Gushemege
    Lancia - Taapvaia, Tansa and Isi Ahto
       The development of Lancia has already been discussed in
    connection with the history of the Sector. Currently Lancia
    represents a strong and generally benevolent force. The immense
    creativity of the region is perhaps more important than its
    sometimes rather excessive concern for art. In conjunction with
    Makhidkarun Lancia dominates entertainment and creative
    technology within much of the spinward Imperium. It is also a
    strong player in the world of business and commercial planning
    and political development, often seeing ways and means that other
    races are blind to. Their undoubted ability, combined with their
    somewhat smug pastoral nature is enough to cause friction with
    some of their less than  perfect neighbours in the Sector. Rumors
    of secret scheming and grand designs that would make even a Hiver
    manipulator blush are never far away.
    Archipelago - Riften, Khiira and Gandonen
       The worlds of the archipelago only came in reach with the
    development of jump-3 drives. Even by 1116 a few still remained
    outside the Imperium. The archipelago was largely colonised by
    those seeking a final refuge from the Imperium, for social,
    political, or cultural reasons. Even more than the average
    Gushemege they have a wish to be left alone.
    Rurevayn - Rure, Ankhsusgar, Sallounn, Dashinshaii
       One of the less well defined regions, Rurevayn (literally
    Greater Rure)  originally profited from  trade along the
    Gushemege Main. There is a long standing animosity between these
    hi-tech trading  but low population worlds and the "traditional"
    industrial worlds of the Oulpath heartland. Relations with
    Lancia, from whom Rurevayn has  inherited much of its technology,
    are far better. Over the centuries the clean cybertech developed
    by Lancia has leaked out into the unscurpulous hands of greedy
    mercenaries and drug dealers, and even greedier businessmen.   
    Here are the information corporations and the dealers in dark
    souls. This is the heart of Gushemege's cyberpunk
    The Backwaters - Balech and Sallounn
       The worlds here have little identity of their own and few
    resources. Most wealth comes, or came, from the Gushemege Main,
    and trade with Reft and Verge.
    Loes - Vipach Subsector
       Its proximity to Reft, Verge, and Ilelish lifts Vipach out of
    the "backwaters". The people of Vipach have always had a bit more
    spirit behind them, and there are close links to the Tapazmali in
    Reft. There is a Tapazmali world at Choltonrul (0136 Vipach), and
    the Ael Yael's homeworld is at Jaeyelya (0437 Vipach). Vipach was
    the home of the Loeskalth culture of Ziru Sirka times, now known
    only from First Imperium records. Interest in the Loeskalth has
    been reawakened since Professor Laskan's discovery in 1108 of an
    ancient Loeskalth asteroid ship. Now the myths of Loeskalth and
    the Loeskalth Empire are everywhere. A once secret society, the
    Loes, has been dreaming of Loeskalth rebirth and independence for
    many centuries, and are now rapidly having to catch up with
    reality as that chance begins to present itself. The current
    ideas of "Loesklath" do however owe more to the images of the
    simstim scripters of the 1100s than they do to the real
    The Ilelish Rim - Vipach, Laeth, and Truax
       The Ilelish influence here grew during the Long Night, due to
    the better links that existed into that sector than into
    Gushemege. The Ilelish Revolt of 418 forged the worlds into a
    closer union. Since then there has been an uneasy truce between
    these worlds and the rest of Gushemege. They have a tendency to
    go their own way and the Miikadgaa dynasty has been tolerant of
    this, but has resisted any attempts by the region to gain
    recognised "cultural region" status. With the coming of the
    rebellion the Rim made what was seen by the rest of Gushemege as
    a treacherous declaration for Dulinor, and  provided Dulinor with
    a loyal foothold in Gushemege.
    The Heartland - Dashinshaii, Shire, Laeth, Truax, Lagan
       Growing to dominance during the Rule of Man these subsectors
    have never lost their grip on the sector. The high population
    worlds of the Ginupa Radix and Ushuuri Way, the trade of the
    Oulpath, the agricombines of Laeth, Truax and Shire, and the
    Industrial heartlands of Sidur, Gushirdiimi and Unlardigard all
    contribute to the region's power. Only Lancia comes close to
    rivaling it in power or size. It is not however without its
    problems. There is a great racial mix, including the Sector's
    only Aslan, and worker exploitation is perhaps the worst in
    The Rebellion and Gushemege
       In 1116 Gushemege was dealt two blows almost simultaneously.
    The first was the death of Sector Duke Sirgi Miikadgaa on
    072-1116. He was succeeded by his son Kirshaam who was well
    intentioned but lacked his father's intelligence. The second blow
    was the assasination on 132-1116 of Strephon and, almost more
    importantly, of Iolanthe, his wife and Kirshaam's sister,
            Kirshaam is a physically strong but mentally weak Duke.
    Opinionated and obsessed with the protection of all life he is
    apt to concentrate on inconsequential tasks at the expense of the
    important. It is only the steady hand of his wife that has
    prevented his rapid demise.
            Faced with an imperial crises and the gathering storm
    clouds of rebellion Kirshaam did nothing, urging his people to
    stay calm, be peaceful, and let the contenders fight it out
    amongst themselves. The sector, stunned and shocked by the murder
    of their favourite daughter and the Emperor, largely stayed true
    to his word.  As representatives of Lucan and Dulinor arrived in
    other Gushemege  systems demanding fleets they found a
    surprisingly compliant people, who sought the way of least
    resistance, and hopefully a quick and peaceful solution to their
    immediate problems. The worlds of the Ilelish Rim in Leath and
    Truax were the exceptions, soon siding whole heartedly with
    Strephon Reappears
       All this passivity changed on 204-1117 when Strephon
    reappeared on the balcony of his vacation palace on Usdiki.
    Whilst they had not had Iolanthe returned to them the people of
    Gushemege had the next best thing. Fleets and worlds immediately
    rallied to  Strephon's call, and Kirshaam was happy to have
    someone to make the difficult decisions for him. Leaving the Duke
    to look after the domestic life of the Sector Strephon lead the
    Gushemege Fleet against Lucan and Dulinor.
            The response of Strephon's arch-rivals was to impose a
    blockade on Gushemege to prevent news of Strephon's return
    leaking out. This had a catostrophic effect on Sector trade, and
    combined with the withdrawal of Vilani   assets Gushemege was
    soon facing a major economic crises. Only by going rapidly onto
    the offensive could Strephon keep the Sector, his only power
    base, together.
            1118 saw Strephon rebuff attacks by Lucan and Dulinor,
    and late that year Strephon attacked Dulinor to regain the Ginupa
    Radix. Lucan tried to attack Strephon's flank but was again
    rebuffed. Strephon launched a fresh attack in 1119 against
    Dulinor, and later one against Lucan along the Ushuuri Way.
    Inevitably much of the fighting centered on the Hi-Pop and
    Industrial worlds of the Oulpath heartland. By 1120 the fighting
    to rimward was stagnating and Strephon was faced by a major push
    by Lucan into Lancia and Shire, nearly losing his life when his
    flagship was hit during the Battle of Droun. Strephon responded
    by blocking Lucan and then switching his attention to Vland where
    gains were being made.
            In 1121 move and counter-move continued on Gushemege's
    borders. Against Dulinor structured fighting had given way to
    commerce raiding. The main battles were against Lucan and Vland.
    There was hardly a world of the Oulpath that had not been caught
    up in the fighting so the Sector's industrial capacity was
    suffering, and trade, with all borders blocked by war, was
    non-existant. It was only Strephon's leadership that kept his
    worlds together. If Strephon were to be lost again the break-up
    of Gushemege would be rapid.
    Closing Thoughts
       So there you have it. Gushemege, a sector caught up in a
    galactic war it would rather avoid. A sector ravaged by war more
    times than it cares to remember. The myths of Loeskalth about to
    clash with the consensus dreamtime of the Rure Net. The culture
    that is Lancia once more fighting for survival against the Ziru

    Subject:  Sector Duke Kirshaam Miikadgaa and his Family
              A personality profile of Sector Duke Kirshaam  of
              Gushemege,  and  of key members of the  Miikadgaa
         Duke  Kirshaam  of  Gushemege ascended to the  Sector  Duchy  in
    1116,  on the death of his father,  Sirgi.  The Duke's family name is
    Miikadgaa, and the family is of Vilani blood.
         The  Miikadgaa  are  a long standing  family  of  the  Gushemege
    aristocracy.  They came to the nobility in 630 following Arbellatra's
    accession  as  a  result  of the support  offered  to  her  by  Inesh
    Miikadgaa,  at  that time a leading executive  with  Naasirka.  Since
    then  the Miikadgaa dynasty has had a leading role in  the  political
    development  of Gushemege,  either directly or as a power behind  the
    DUKE SIRGI ( 1002 - 1116 )
         Under  Sirgi  Miikadgaa ( ruled 1034 - 1116 )  Gushemege  had  a
    peaceful  and relatively prosperous time.  Sirgi was  an  enlightened
    ruler  who adopted a fairly lenient attitude to  sector  development,
    allowing subcultures to more fully develop their own identities.  The
    Duke   only  stepped  in   where  conflicts  threatened  to  grow  to
    subsector level or where suffering was becoming widespread.
         The  Miikadgaa  and Alkhalikoi families have  always  been  good
    friends.  This  friendship grew further with the establishment  of  a
    recreational palace on Usdiki in 779,  by Paula II,  and  reached its
    natural peak in the romance between Strephon Alkhalikoi and  Iolanthe
    Miikadgaa.  Their marriage in 1067 was a cause for much rejoicing  in
    Gushemege,   whose  magnitude  reflected  the  esteem  in  which  the
    Alkhalikoi and Miikadgaa dynasties were held.
         Sirgi's wife,  the Duchess Laka,  died in 1114 after contracting
    a rare retro-neural virus.  Her death was a tragic shock to Sirgi who
    for  the last years of his rule became  increasingly  withdrawn.  The
    duke died of old age and acute depression on 072-1116.
         The late Duke had a large family, 4 sons and two daughters. Most
    persue  occupations  within the sector,  only the  youngest  daughter
    playing the part of an aristocratic dilletante.  One son,  Lasum, was
    killed  in  the Fifth Frontier War aboard the Imperial  Cruiser  Nova
    Atlanto at the battle of Efate in 1107.
         Kirshaam  had a long time as heir apparent to the  ducal  crown.
    Unfortunately  it  was time that was not generally put to  good  use.
    The  Duke  is  probably the least intelligent Miikadgaa  for  a  long
    time,  and no amount of computeach has been able to counter this. The
    Duke  is  a keen sportsman,  but prefers individual to  team  sports.
    This  has  been  taken  as indicative of  the  selfish  and  arrogant
    attitude  that  his great physical strength has bred in  him.  It  is
    hardly  surprising  that he should be such a  poor  leader,  and  his
    leadership  of  the Duchy is still further impaired by the  court  of
    sycophantic nobles with which he has surrounded himself.
         All  this  though  is not to say that the Duke  cannot  be  well
    meaning.  He is fervently committed to the cause of conservation  and
    has  frequently  diverted  large  amounts  of  sector  resources   to
    deserving causes.  The scout service still has mixed memories of  the
    "Save the Gimku" mercy mission that it was sent on in 1115.  Kirshaam
    is  also   a  just  man and has been scrupulously  fair  in  all  his
    dealings.  His critics maintain that this is because he is not bright
    enough to be devious.
         Kirshaam's early years were spent in the Ducal court on  Usdiki.
    In  1057 he joined the Sector Navy,  attending Ugnake  Naval  College
    before  joining  his first ship as a midshipman.  Kirshaam  was  soon
    causing problems for his minders and superiors as he got involved  in
    one  fight  after  another,  and rapidly lost the  following  of  his
    watch.  A  "diplomatic"  transfer  to  an  orbital  based  staff  job
    followed,  where  his  scope  for trouble making  was  more  limited.
    Kirshaam left the navy shortly after his marriage, and began learning
    the  mechanics of the Ducal court.  After the death of his mother  in
    1114,  and  Sirgi's  slip  into  senility  Kirshaam  was  effectively
    requied to act as unoffcial regent from late 1115.
         At Sirgi's behest Kirshaam had married Countess Jiva  Aillto,  a
    Lancian,  in  1064.  The marriage was part of an attempt by Sirgi  to
    bring  the Lancian aristocracy more into the sector  line,  and  into
    sector  life  in  general.  Jiva rapidly gained the  respect  of  the
    Usdiki court,  and gradually that of the Gushemege  people.  Although
    fiercely  loyal to Lancia she was intelligent enough to  realise  her
    position,  and  the  good she could do for Lancia's standing  in  the
    Sector.   Kishaam  and  Jiva  have  had  5  children.   The   oldest,
    Ganidiirsi, was born in 1084.
         With  the death of Sirgi and Kirshaam's succession being  almost
    immediately  followed by the news of Iolanthe's death and  Strephon's
    assasination  Kirshaam's unsuitability for the Duchy was  soon  found
    out.  For  weeks  he was effectively paralysed,  locked away  in  the
    palace  awaiting the news reports from neighbouring duchies and  from
    Capital.  As it became increasingly clear that order was not about to
    be  restored  he almost indicated to the subsector duke's  that  they
    should  fend for themselves,  and that his role as sector  duke,  the
    Emporer's representative,  was now superflous. Duchess Jiva was quick
    to  avert this though,  prompting Kirshaam to keep the sector  system
    going,  and making full use of her own contacts amongst the  nobility
    and  in  the moot.  The feeling generally amongst all  Gushemege  was
    that they should lie low until peace was restored,  although  certain
    quarters were calling for a vengence attack on Dulinor.
         Such  attitudes were however superceded when "Strephon"  arrived
    secretly  on Usdiki in 1117,  and then made his public appearance  on
    the  balconey  of the recreational palace.  Kirshaam  was  overjoyed,
    grateful   that  Gushemege  would  now  look  to  someone  else   for
    leadership, and hoping that he could bask in the reflected glory. The
    Duchess  was less certain about "Strephon" and his true  nature,  but
    she now rapidly lost the added influence that she had gained  amongst
    non-Lancians over the last few hundred days.
         As the rebellion has continued Kirshaam has been content to look
    after  the  "domestic"  affairs of an  increasingly  shrinking  Duchy
    whilst  "Strephon" leads the fleets into  battle.
         Duchess  Jiva was born on Kukhun into the leading Lancian  noble
    family.  Her father,  Sual Aillto, was Duke of Tansa. After schooling
    Jiva attended the Lenlli Institute of Hypermedia,  where she  majored
    in   the  Art of Sociopolitical  Interaction.  After  graduation  she
    worked  briefly in the Kukhun Ducal Office for Sector Liaison  before
    being  married  to  Kirshaam Miikadgaa in  1064.  She  was  initially
    against the marriage but Sual managed to persuade her of its  benefit
    to  Lancia,  and  of  the  artistic  opportunities  it  would  bring,
    especially in her field of Sociopolitical  Interaction.  Begrudgingly
    she  accepted,  but  with characteristic flair set about  making  the
    best of her new position and influence.
         Whilst there has naturally been some overt furthering of Lancian
    interests  through Jiva's position she has had the good sense not  to
    be  too excessive in this.  Her natural good charm  and  intelligence
    have endeared her to the moot and the Gushemege people.
         Count Gani,  the heir apparent to the Sector Duchy,  was born in
    1084.  He has so far shown himself to have inherited his mother's and
    grandfather's  intelligence,  but  also his father's  bravdo.  He  is
    currently  serving  with the Imperial Navy,  where he  has  won  high
    marks  for both his leadership and his application of fleet  tactics.
    This  has earnt him the respect of his naval  colleagues.  Nobles  at
    court  and  in  the  moot  are  learning  to  accept  his   sometimes
    overbearing   ways,   thankful  that  he  does  at  least  have   the
    intelligence and application that his father lacks.
         With  the onset of the revolution Count Gani has,  much  to  his
    chagrin,  been  called  back  from fleet duties to a  staff  post  at
    Sector Fleet Headquarters on Usdiki.

    Duke  of  Laeth.  Duke Gia was born in 1091 and succeded to  the  Duchy
    in 1113.  He  is  an  unscrupulous leader,  and  sees  himself  as  the
    champion  of  the  worlds of the Ilelish  Rim.  This  brings  him  into
    frequent conflict with the liberal Daana Udikuu,  about whose "foreign"
    origin  he  is often dismissive.  Like Daana though he  is  a  fearless
    leader,  despite  several assasination attempts.  His  detractors,  and
    there are many outside of the Rim,  claim that he is not to be  trusted
    and  that he is only interested in himself.  In this they are  probably
    quite correct.
    Duec, Duchess Petra
    Duchess of Lagan.  Duchess Petra is an Imperial born in 1043 on  Kadar.
    She succeded her mother 48 years later in 1091.  Petra is loyal to  the
    Imperium  and to her subjects regardless of race.  Whilst she is  vocal
    in   the  moot  she  has  failed  to  press  home  many  of  her   more
    controversial initiatives, both there and in Lagan.
    Elhian, Duchess Elhaa
    Duchess of Isi Ahto.  Duchess Elhaa is a Lancian and was born in  1061.
    She  succeeded to the Duchy in 1102.  Elhaa feels a strong bond to  her
    fellow  Lancians,  and has spent much of her personal wealth to  assist
    in  Lancian cultural development and in humanitarian and  environmental
    work in the subsector.
    Faeth, Duchess Kir
    Duchess  of the Shire.  Duchess Kir was born in 1027 and  succeeded  to
    the Duchy in 1077.  She is the oldest of the ruling subsector nobility.
    She is an expert schemer,  and loves nothing more than playing the game
    of  power politics.  In her old age she has become a bit eccentric  and
    her  favour  can increasingly be bought,  although her  fickleness  can
    make this a dangerous activity.
    Fleroy, General Sir Jean
    Commander Gushemege Ground Forces
    General  Fleroy  was born in 1051 on Howarth/Dashinshaii into  a  loyal
    Imperial family.  Fleroy was commissioned into the infantry in 1071 and
    rapidly  gained promotion.  After commanding 5th Howarth  Grav  Brigade
    Fleroy   was  transferred  to  Sector  Command,   and   commanded   the
    Dashinshaii  Mobile Force from 1103 to 1106.  After a staff  tour  with
    the   Ducal  Military  Staff  Fleroy  was  appointed  General   Officer
    Commanding  Dashinshaii  Ground Forces in 1108.  This was  followed  by
    Commandant  Imperial  Staff College Kadar and another short  tour  with
    the  Ducal  Military Staff where he was  responsible  for  inter-sector
    liaison.  Fleroy  was  appointed  to the post  of  Commander  Gushemege
    Ground Forces in 1112.
         Fleroy  is  a  well regarded soldier  who   has  demonstrated  his
    personal  bravery  on several occasions.  Notably,  as a Major  he  was
    responsible  for  leading  his company in the  rescue  of  Count  Lasum
    Miikadgaa,  the Sector Duke's youngest son, from terrorists on Howarth.
    General  Fleroy is devoted to the Third Imperium and has always  had  a
    holopic of Strephon on his desk.
    Iapi, Duchess Nena
    Duchess  of  Taapvaia.  Duchess Nena was born in 1072 and  assumed  the
    Duchy  in 1091,  following the tragic death of her father in a   Hunkpa
    accident  ( a Lancian team sport ).  The Iapi are a Lancian  family  of
    great  standing,  and  the  Duchess is well liked  within  the  Lancian
    cultural region.  Her fairness in all matters is greatly respected, and
    her   unstinting  promotion  of  the  Lancian  cause  brings  her   the
    unswerving loyalty of her subjects.
    Khiim, Director Inseh
    Director IISS Gushemege
    Khiim  is  a pure Vilani and was born in 1035  on  Lishan/Tansa.  Khiim
    joined  the  IISS working initially in the  Communications  and  Survey
    offices.  His  surveillance work at this time involved him  in  several
    operational  missions including one reft expedition and  an  attachment
    to  the Covert Security Bureau.  During these missions Khiim  gained  a
    reputation  for  being  deteremined and aggressive in  pursuit  of  his
    goals.  After 25 years of field service Senior Administrator Khiim  was
    transferred   to   the  Bureaucracy,   running  the   Scout   base   on
    Pennelasse/Taapvaia.  As  Scout  Leader Khiim  commanded  2835th  Scout
    Squadron attached to 142nd Strike Fleet.  In 1106 Khiin was  transfered
    to  the Office of Management and Budget at IISS Sector Headquarters  at
    Usdiki.  There  his keen eye for economy and efficiency earnt him  high
    praise.  In 1114,  after a brief spell of Detached Duty, Khiim was made
    Director of IISS Gushemege.
    ap Koseski, Kaas
    Commander Imperial Marines Gushemege
    Brigadier ap Koseski was born in 1065 on Kukhun/Tansa.  Unusually for a
    Lancian  she  chose a career in the Imperial Marines.  She  joined  the
    Marines from NOTC at Kukhun University,  and was initially assigned  to
    garrison  duty  on Senlis/Isi Ahto.  Such quiet life did not  suit  the
    ambitious  ap  Koseski  who  transfered  to  the  commandoes.  She  was
    rewarded with a long period of police actions,  commanding a  battalion
    during the Imperial peacekeeping mission to Helge/Dashinshaii.  A staff
    job  with the Marines of 6562nd Assault Squadron followed.  Her  police
    action  experience  earnt  her a position on  the  expeditionary  force
    staff  during the Tikav/Sallounn counter insurgency,  and then  command
    of 253rd Assault Brigade for the raid on Creca/Salloun.  After a  staff
    job  at the Imperial Admiralty Usdiki,  where she was  responsible  for
    Assault Operations,  ap Koseski was made commander of Imperial  Marines
    Gushemege in 1108.  Brigadier ap Koseski has been tipped for a move  to
    Imperial  Marine  Headquarters,  and  is touted as  a  possible  future
    Commandant General.  She has built up many opponents during her career,
    having  trod on several toes on her way up.  Her critics maintain  that
    her  love  of gambling and her reputation as a femme  fatale  make  her
    unsuited for such high office.
    Likiig, Duchess Shakik
    Duchess  of Tansa.  Duchess Shaki' was born in 1035 and became  Duchess
    in  1078.  She  ruled through a Regent until  her  twentieth  birthday.
    Duchess Shaki' has a Vilani lineage,  and the Likiig line has ruled the
    subsector  for some 200 hundred years.  The Duchess has a love  of  the
    martial arts,  and has been known to get over-enthusiatic when giving a
    dressing  down to a lesser noble.  She feels that the Likiig  line  are
    more  suited  to rule the sector than the Miikadgaa  dynasty,  and  has
    supported minor intrigues in this direction.
    Lusur, Grand Admiral Sir Khesa
    Grand Admiral Gushemege Fleet.  Grand Admiral Lusur was born in 1056 on
    Taleoo/Lagan.  He  was  commissioned  into the Imperial  Navy  in  1074
    serving in 8216 AssltRon as an Ensign aboard the ED-14 Loha  Falkon.  A
    tour  at  127th  Assault  Fleet  Headquarters  on  Joffe's  World/Shire
    followed.  Lusur  saw his first naval action as a Lieutenant  Commander
    with  2838 CruRon 211th Penetration Fleet during the fleet's  roulement
    tour of Corridor.  It was here that Lusur picked up his reputation  for
    fearlessness in the face of battle,  and many a corsair band  regretted
    the  day that 2838 CruRon arrived in Corridor.  Lusur finally gained  a
    major command in 1092.  His ship was the BH-14 Miumashka,  assigned  to
    167  BatRon on a patrol tour.  He rose to command the Squadron when  it
    returned to Muidmu/Tansa at the end of this tour.  Lusur was  appointed
    Fleet  Admiral  of 232nd Strike Fleet in  1101.  Lusur's  last  posting
    before   being  appointed  Grand  Admiral  in   1109  was  as   Admiral
    Operations  at Gushemege Fleet Headquarters.  Grand Admiral  Lusur  has
    counted himself lucky that he has avoided the mass of staff tours  that
    usually  plague a senior officer.  This long time "with the fleet"  has
    however meant that he has failed,  probably deliberately,  to learn the
    niceties of diplomacy and compromise.  Lusur is used to getting his own
    Khissamgau, Chancellor Baron Mazun
    Chancellor Khissamgau is one of the most powerful people in  Gushemege.
    Born  of  noble  rank in 1042 at his father's  fief  on  Gigimu/Salloun
    Baron  Khissamgau was educated in the ways of  Vilani  nobility.  After
    reading  Vilani  Classics  at  the  University  of  Gigimu,  Khissamgau
    secured a post on Duke Pineda's staff.  Khissamgau skills as a diplomat
    and  seneschal  were  soon  recognised,  and  in  1076  Khissamgau  was
    appointed  Governor of Tikav/Sallounn,  an Imperial Mandate.  Here  his
    aggressive   but  fair  manner  was  ideally  suited  to  ruling   this
    troubled  world.  During his time as Governor Khissamgau was  immensely
    loyal to all his subjects,  and unlike his predecessor did not take the
    side of the highest bidder.  This earnt him the whole world's gratitude
    and   brought him to the attention of Sector Duke Sirgi  Miikadgaa  who
    appointed  Khissamgau to his own personal staff.  Sirgi and  Khissamgau
    soon  became  good friends,  and Sirgi placed more and  more  trust  in
    Khissamgau.  In 1086 Khissamgau was appointed Chancellor of  Gushemege.
    As  such he is the Duke's prime advisor on the affairs  of  state,  and
    often  deputises for him at business,  but not  ceremonial,  functions.
    He  is  desparately loyal to the Miikadgaa family,  and was  a  crucial
    figure during the succession of Kirshaam.
    Miikadgaa, Duke Kirshaam
    Sector  Duke,  and  Duke of Dashinsnhaii.  See  HD  3408:  Sector  Duke
    Kirshaam Miikadgaa and his Family.
    Mitaad, Duke Eneri
    Duke  of  Truax.  Duke  Eneri was born in 1056 on the  water  world  of
    Urkigda/Truax.  He  spent  twenty years in Urkidga's  wet  Navy  before
    succeeding  his  father  in 1094.  As befits  an  ex-matelot  Eneri  is
    blunt  and  forthright and has little time for the  niceties  of  court
    politics.  He sits badly with his peers,  feeling more at home with his
    ex-shipmates than with his fellow Dukes.
    Mumguam, Professor Sir Tiga
    Professor   Tiga   Mumguam  is  a  distinguished  economist   who   has
    successfully  made the transition from academia to the  treasury.  Born
    on   Susyu/Shire   in   1071   Mumguam   studied   Macroeconomics   and
    Macrosociology  at the University of Hkeakewoirea'.  Graduating with  a
    first  she  went on to complete a doctorate,  the title  of  which  was
    "Ruddellian Economics Revisited - A lesson for the Third Imperium".  It
    was  during  this  time that Mumguam became a follower of  the  Way  of
    Tuyll,   and  this  religion's  emphasis  on  high  moral  and  ethical
    standards  have  been  a driving force in Mumguam's  work  ever  since.
    After  a tenure as macroeconomic lecturer at Gigimu University  Mumguam
    became  increasingly  frustrated  with  the  mistakes  being  made   by
    governments in the financial control of their worlds.  She felt that it
    was  her  responsibility  to apply her knowledge for the  good  of  the
    people.  She  gained a position as economic advisor to Duchess  Kir  of
    Shire,  and was responsible for an astounding period of high growth  in
    what had been a stagnating subsector.   In 1110 Mumguam was offered the
    post  of  Lord of the Treasury,  the Economic Advisor to  the  Duke  of
    Gushemege.  Since taking up the post Mumguam has worked hard to develop
    trade  and  industry  of  Balech  and  Sallounn,  two  of  the  poorest
    subsectors  in  Gushemege.  Her aimiable and  co-operative  style  have
    meant  that she has gained few enemies amongst Gushemege  nobility  and
    Pineda, Duchess Margi
    Duchess  of Sallounn.  Duchess Margi was born in 1077.  She is a  vocal
    supporter of the Third Imperium.  She is a skilled military leader, and
    she  was  serving  in the Imperial Marines when she  succeeded  to  the
    Duchy  in  1106.   Her  marine's  temperament  shows  through  at  less
    opportune  moments,  and she has a reputation for boasting,  about  her
    own abilities and those of her Duchy.
    Shiinaash, Duke Nashu
    Duke  of  Ankhsusgar.  Duke Nashu was born in 1063  and  succeeded  his
    mother  in 1095.  The Duke,  like his father before him,  suffers  from
    Aertalt's  Disease,  a crippling disease of the spinal  chord.  Despite
    his illness,  which causes him to be confined to a grav chair, the Duke
    is  dedicated  to  the Miikadgaa dynasty,  and to  furthering  his  own
    subsector's place within the Sector.
    Suzjoiva, Duchess Shiga
    Duchess  of  Rure.  Duchess Shiga was born in 1073  and  succeeded  her
    mother in 1115.  In the last five years she has been very successful at
    continuing  the policies started by her mother to bring  the  subsector
    to  a dominant position within the Sector.  The  Duchess is a  follower
    of Olputouen,  an Archipelago based religion. She is regarded as a fair
    ruler, loyal to her people and to the house of Miikadgaa.
    Talenn, Duke Rall
    Duke  of  Balech.  Duke  Rall was born in 1059  and  succeeded  to  the
    dukedom  in 1094.  The Duke has been widely accused of  exploiting  the
    subsector   to  increase  his  own  fortune.   Trading  companies   are
    increasingly  finding  it  necessary  to  "contribute"  to  the   ducal
    exchequer in order to be able to operate in Balech.  Such behaviour  on
    the  part of Duke Rall has resulted in both overt and covert  moves  to
    remove him from office.  Rall is a member of the obscure Ast Wind sect,
    a  secret  brotherhood  that  acts almost as  a  secret  police  within
    Udikuu, Duchess Daana
    Duchess  of Vipach.  Duchess Daana was born in 1076 on  Dikaash/Vipach.
    The  Duchess  comes  from  a loyal Gushemege  family  resident  in  the
    Ilelish  Rim and has a natural distrust of Vilani  and  Imperials.  She
    has  on many occasions in the moot shown her support for the people  of
    the  rim,  but not where it would be at the expense of Gushemege  as  a
    whole.  Before succeeding to the Duchy in 1111 Daana served in the IISS
    spending  much of her time in the Exploration office.  She  was  nearly
    killed  during a bungled first contact mission on  Khugika/Truax.  Ever
    since she has led a seemingly charmed life,  and is a strong  character
    who is fearful of nothing.

    Gushemege Archipelago (L. Piper)

        Subject:  The Gushemege Archipelago
        Abstract: Gives details of the Archipelago, its history, its people and
        its impact on Gushemege. Full system data and background information on
        subsectors A, B and E is included.
        The three subsectors of Riften (A), Khiira (B), and Gandonen (E) form a
        loose  astrographic grouping  known as  the Archipelago,  lying to  the
        core-spinward region  of Gushemege. The Archipelago  forms the trailing
        edge of the  Great Rift. The subsectors have a  dearth of star systems,
        only managing 15  systems between them. Most of  these systems can only
        be  reached by  jump-3 or  better capable  vessels and  this has been a
        large factor in the arresting of the development of the Archipelago.
        The systems  of the Archipelago  were only explored  at the end  of the
        Ziru Sirka  when the technology allowed  scouts and merchant-explorers,
        to bridge  the gap to these  isolated worlds. It was  at this time that
        small  numbers of  vilani settlers  took  refuge  on some  of the  more
        pleasant worlds. These colonists were  followed by solomani who swarmed
        over  the former  vilani colonies.  All these  settlers were  political
        refugees, social misfits,  etc., who followed a different  path to that
        of the dominant mainstream society.
        Contact with the colonies was  nominal throughout the early history, of
        the Archipelago. Significant numbers of  starships only appeared in the
        systems of the Archipelago relatively recently with the creation of the
        Third Imperium. The near cessation of spaceflight between systems which
        came  with  the  collapse  of  the  Rule  of  Man  barely  touched  the
        Archipelago. It never caused the  trauma associated with the the denser
        core regions of the Second Empire. With  little in the way to offer the
        rest of  human space (until recently),  the 'Archipelagans' have always
        gotten by on their own endeavours.
        The founding  of the Third  Imperium gradually brought  the worlds into
        closer contact with the main body  of Gushemege. As Sylean scouts moved
        spinward through  the sector reastablishing  communications and travel,
        more  and  more  systems  were  rapidly  integrated  into the expanding
        empire. However not all worlds  welcomed the advancing Imperium and the
        Archipelago did  not escape from the  Vilani Pacification Campaign. The
        passive resistance  to integration by the  Archipelagans initially gave
        the Imperial authorities  quite a headache. It wasn't  until the vilani
        gave  a show  of force  with a  combined naval  and marine operation to
        secure the rebelling  population of Assunne (1407) in  113 that most of
        the Archipelago worlds reluctantly joined the Imperium. However a small
        number remain independent to this day.
        The  physical  isolation  of  the  Archipelago  worlds  has  fueled the
        independence  of  the  local  peoples  even  more  so  than the general
        Gushemegan  population.  The  peoples  of  these  isolated systems have
        always had to rely upon their  own abilities and initiative as once the
        colonies were established traffic was  non-existent and there was never
        any off-world support.
        The  ideas and  the cultures  of the  new colonies  flourished in their
        isolation (and  without outside interference).  Most of these  cultures
        however never  expanded beyond their  specific locales and  very rarely
        beyond  their  systems.  In  most  cases  a  multitude of sub-cultures/
        societies  developed  on  each  world  with  a  colony.  Each  of these
        societies often  functioned as an  independent unit free  from external
        The fragmented contact  has led the Archipelagans to  house an attitude
        of  mistrust  towards  off-worlders:  they   see  them  as  fickle  and
        unreliable (especially  appropriate in these  rebellious times). Little
        in the way of hostility is  dispayed towards strangers; the people tend
        to be polite, yet aloof  and somewhat scornful, always preferring their
        own company. They will usually reject  all offers of help, doing things
        their own way.
        The Archipelago in its isolation has thrown up some remarkable examples
        of life, with startling cases of convergent and divergent evolution:
        The Hhrachddrumm - One of the  most startling examples of alien life in
        isolation  are  the  Hhrachddrumm  of  Gelhhach  (Riften 0810) who show
        unusual  three fold  symmetry in  all aspects  of their  biology: three
        sexes,  three  limbs  with  three  digits,  three  body sections, three
        brains, three eyes and a triplex nucleic acid analogue.
        The  world of  Gelhhach does  not appear  immediatelly condusive to the
        evolution of life as the world is  for the most part extremely cold. To
        cope with the  harsh conditions the Hhrachddrumm have  a thick layer of
        fine,  dense   hairs,  multiple  layers  of   adipose  tissue  under  a
        dark-coloured  skin  and  an  'anti-freeze'  as  part of their cellular
        The Hhrachddrumm  are between 1.6 and  1.75 metres in height  and weigh
        around  55-65 kilos.  They live  on  average  for 70  to 80  years. The
        Hhrachddrumm  are  omnivores  but  vegetable  matter  forms the largest
        proportion  of their  diet. They  cultivate a  couple of fungal species
        which  are added  to the  food before  eating to  partially digest  the
        material.  All three  sexes (male,  alpha female  and beta  female) are
        required for reproduction - the male carries the embryonic Hhrachddrumm
        - with the offspring born after a 180-200 day gestation period.
        Naireo - This is a filamentous algae native to Pannolk (Gandonen 0718),
        which fluorishes in  the equatorial seas. It is  an important source of
        two vital medical pharmaceuticals: medical  slow drug (MSD), and tissue
        regeneration factor (TRF).
        The Imaniik Chirpers - Although  not indigenous to the Archipelago, the
        chirpers form  a distinct group. Genetic  fingerprint-type tests on the
        Imaniik chirpers has shown them  to be evolutionary quite distinct from
        other chirpers found  in the Imperial core regions.  Genome analysis of
        the chirpers' nucleic  acid shows the Imaniikans to  be closely related
        to those from the Domain of  Deneb (although there has been divergence,
        calculated  to be  in the  region of  275,000 years  which has set them
        apart from  their original gene  pool). Like all  races, subsets within
        each  are  found  which  are  indicative  of a particular geographical/
        astrographical location.
        The difference  in the genetic  make-up of the  chirpers on Imaniik  to
        those  nearby is  an anomaly   that could  only explained  by migration
        theory - the  progenitors of the Imaniik chirpers  moved into Gushemege
        or  were moved  some time  in  the  past. This  theory was  without any
        substantial evidence  until a scout  archaelogical team working  with a
        research  unit from  the Imperial  University of  Usdiki came  across a
        wreck  of  a  sublight  ship   of  (apparently)  early  Droyne  design.
        Investigations indicated  that it had  lain its position  for 250,000 -
        270,000 years, fitting in well with the evidence that the chirpers have
        their biological roots in the Domain of Deneb some 275,000 years ago.
        The ever-present gulf that separates the Archipelago from the main body
        of the  Imperium, despite acting as  a break on the  development of the
        region, has provided  an effective shield against the  ravages of civil
        war. Out on a limb with minimal strategic value, the Archipelago worlds
        have scarcely been touched by the news of Strephon's assassination, and
        his reappearance at Usdiki. Life continues as normal.
        The  first ripples  of discord  came in  1119 when  rumours spread that
        vargr raiders had  passed around the Great Rift  from Corridor and were
        poised to plunder the unprotected worlds.  This of course was untrue (a
        very unlikely scenario  for the vargr would have  had to battle through
        heavily  defended Vilani  space). But   such is  the atmosphere  of the
        Shattered Imperium, where rumour holds as much court as fact.
        The only  consequence of the splintering  of the old Imperium  has been
        the reassertion of the cultural independence of the worlds. With little
        in  the way  of political  or military  support, the  more affluent and
        nationalistic worlds  have raised their  own defence fleets.  Some have
        whispered a  claim for full  independence, aiming to  rally support for
        the  withdrawal from  the Imperium.   But for  the majority  within the
        Archipelago  cluster  the  inter-  and  intra-factional  squabbling  is
        nothing more than a further example  of the weakness of the 'old order'
        and its 'soft-willed' people. The Archipelago leaders want nothing more
        than to preserve the status quo and be left in peace. The people prefer
        to be forgotten.
        Subsector A: RIFTEN
        Riften  is  a  barren  subsector  immediately  bordering the Great Rift
        containing only three  systems. These systems are cut-off  from the all
        but the most dedicated traveller.  Menguno (0803) is seven parsecs from
        the  nearest system  in Gushemege,  although it  forms a remote cluster
        with Ishirdu (0338), Esi-obe (0639) and Tristra (1140) in Corridor, and
        travel from Riften or Khiira  subsectors is non-existent (or the result
        of a mis-jump).
        The remoteness  and lack of  strategic or economic  importance has left
        the  worlds outside  the Imperium  (politically and  astrographically).
        Although   outside  the   Imperium,  activity   is  monitored   by  the
        administration on Munnarn/ Rure, and comes under the nominal control of
        Shiga Suzjoiva, Duchess of Rure.
        The only  world of note is  Gelhhach (0810), home of  a non-human minor
        race (the Hhrachddrumm) and  an agricultural exporter. The Hhrachddrumm
        have  unusual three-fold  symmetry, three  sexes, three  limbs, a brain
        segmented into three lobes and a molecular biology based upon a triplex
        nucleic acid-class molecule.

        Subsector B: KHIIRA
        Of  the three  subsectors  comprising  the Archipelago  cluster, Khiira
        contains  the largest  number of  systems and  has been  the centre  of
        recent  development in  the area.  The subsector  capital of Puumariash
        (1507) is the focus of the  current development. Here the subsector and
        sector  governments  are  funding  a  starport  upgrade and introducing
        economic  and travel  incentives to  encourage trade  and tourism.  The
        package of incentives includes tax breaks, business rate reductions and
        subsidies on certain journies for firms relocating in Khiira.
        Puumariash and  Maa were settled  early in the  vilanim explorations of
        Gushemege, following  the discovery of  large deposits of  rare earths.
        Naasirka initiated the  development of the mining facilties  and as the
        demand for  the ores accelerated  the population expanded  rapidly. The
        first settlers were  the mining teams follwed by  ancillary workers and
        then all the service industries  - food, financial, transport, consumer
        products,  entertainment,  etc.  The  Vilani  Navy  (a  large customer)
        established a base  to protect the supply of  lanthanum. Now Puumariash
        and  Maa have  been virtually  mined-out and  for the  last two hundred
        years the worlds  have been in decline. Hence  the recent investment in
        to diversify  the local industries,  expand trade and  support the huge
        populations. Maa has seen little of the redevelopment as yet.

        Subsector E: Gandonen
        This   subsector   was   named   after   the   first  Governor-General,
        Major-General Baron Hanva Gandonen.
        Gandonen  has  been  part  of  the  Imperium  since  the  syleans first
        reestablished  contact  with  Gushemege.  The  early  admission  of the
        systems  was advanced  by the  prodigous agricultural  output from  the
        worlds of Kkoymjirad and Asshashur.  They not only supply Gandonen with
        all their food needs but  also supplement the ever-expanding population
        of Gushemege with a range of staple and luxury produce.
        Pannolk, the subsector capital, has gained  a reputation as a centre of
        pharmaceutical  excellence.  At  the   nucleus  of  the  pharmaceutical
        industry is the  Niareo filamentous alga, that blankets  large areas of
        the world's equatorial seas. The Niareo alga is one important source of
        medical  slow drug  and and   a tissue  regeneration factor  (TRF). The
        majority of  the world's population either  work directly or indirectly
        for Hassendon Medical  Products, LIC (HMP-LIC), who have  a monopoly on
        the harvesting of the Niareo alga,  its processing and the sales of the
        refined drugs.
        The chirper  world of Imaniik  (0517) is an  independent world, holding
        associate  status with  the Third  Imperium prior  to Strephon's death.
        Since  that  momentous  event  the  chirper  leaders  have unilaterally
        withdrawn  this associate-member  status in  an attempt  to deflect the
        attentions of  the waring factions.  Imaniik is of  particular interest
        due to the presence of a number  of Ancient sites upon the small island
        chains on  which the chirpers live.  There is even an  underwater site.
        The chirpers fear, with some justification, that their homes may become
        a  battleground   over  'war-winning'  artifacts.   The  chirpers  have
        withdrawn  the   working  visas  for  a   large  number  of  scientists
        investigating the Ancient sites in an attempt to prevent the leaking of
        sensitive material. This  has not stopped a number  of groups trying to
        carry-off valuable artifacts.

    The  following is a compusum of the Fortune 12 report issued  on  001-
    1116  by  FinNet.  FinNet is an independent monitor of  financial  and
    commercial  activity  in  Gushemege and  its  newspinks  are  required
    breakfast reading for all Gushemege corporate suits.
    Alkat-Shideri LIC         Gushirdiimi/Truax       Turnover: 35 TCr
    Alkat-Shideri are a leading supplier of weapons and weapons  platforms
    in Gushemege. The company was formed in 534 by Ruy Alkat, and made its
    name  during  the Civil War with the Koryo  PGMP-13.  Since  then  the
    company has produced a fine range of beam and particle  weapons,  both
    for  personal  and  vehicular use.  The merger  in  879  with  Shideri
    Industrial gave the joint company the facilities and expertise to move
    into the starship weapons market.  Again particle and beam weapons are
    the  main concern,  although the company does offer a complete  arming
    package.   Alkat-Shideri   maintains  major  yards   on   Gushirdiimi,
    3223/Shire,  and Dikaash/Vipach.  Offices are maintained at most Class
    A  starports  in  the rimward half of the  sector.  A  test  range  is
    maintained on a satellite in the Gushirdiimi system.

    In   a  culture  of  creativity  it  is  hardly  surprising  that   an
    entertainments  company should rise to a position of great  influence.
    Cez  has  its  power base not only in Lancia but also  across  all  of
    Gushemege,  parts  of  Dagudashaag,  and tentacles that spread  to  the
    furthest reaches of the Imperium.  Cez makes programmes,  commercials,
    tri-d  and  simstim  for consumption by the  Imperium's  media  hungry
    population.  Studios  and facilities are maintained on many worlds  in
    Lancia,  and not a few outside.  StimCez,  the simstim branch of  Cez,
    funds  an  extensive research effort.  Its research teams are  at  the
    forefront of work on simstim and pseudoreality entertainment.

    Eko  is  one  of the three giants of  information  in  Gushemege.  Its
    speciality  is  the  obtaining  of  original  information,   and  then
    reselling it,  preferably to the highest bidder. It has been described
    as  "part  news  agency,   part  intelligence  agency,   and   wholely
    extortionate".  The  main parts of Eko are the companies like  Ekoseek
    and Ekofacts.  Ekoseek conducts field and laboratory research into any
    matter  that  may prove lucrative.  Ekoseek  can  furnish  exploration
    teams  or robots for any environment.  Ekofacts is a leading news  and
    information agency in the sector.  The covert side of Eko is its shady
    network of "special departments" spread throughout the  sector.  These
    agencies  are tasked with the collection of information on any  matter
    that  may prove rewarding.  Lore has it that Eko knows every skeleton,
    in every cupboard, in Gushemege.

    Note 1: Eko accounts show a turnover of only 28 TCr. This is generally
    considered to be well below the true figure and to only reflect  those
    sales  and  contracts that Eko can own up to.  A  candid  estimate  of
    Eko's true turnover is that listed of 49 TCr.
    Esgakii LIC              Trill/Dashinshaii        Turnover: 73 TCr
    Of all the financial and banking companies in Gushemege it is  Esgakii
    that is held in the greatest esteem.  The company was one of the first
    to  prosper in Gushemege after the Long Night.  Esgakii financed  much
    of  the  early trade recovery and underwrote many of the  first  cargo
    ships.  Since  that  time shrewd management and careful  planning  has
    kept  Esgakii  at  the  top of  corporate  Gushemege.  Esgakii  has  a
    reputation for caution and for keeping its hands clean.  If you've got
    a  sound  and legal business proposition then an Esgakii suit  can  be
    relied upon for sound advice, a confidential ear, and a lot of money.

    FloRaVee LIC             Fairbriar/Sallounn       Turnover: 15 TCr
    Floceta-Rablata-Veeyena  LIC,  to give FloRaVee its full  name,  is  a
    specialist in archival storage.  The company was established in 962 by
    three information engineers from Reference.  They set FloRaVee up as a
    private counterpart of Reference and it is now the home of the records
    of  many  companies and governments within Gushemege,  and  even  from
    beyond  the  sector.  Although Fairbriar is the declared home  of  the
    company it is known that it maintains a number of secret archive sites
    in  Sallounn  and neighbouring subsectors.  A FloRaVee office  can  be
    found  in  all subsector capitals,  and FloRaVee runs  its  own  XBoat
    network to connect to prime customer areas.

    percent;  Veeyna family,  20 percent;  Naasirka,  17 percent;  TDM,  8

    Glirse LIC               Phaln/Shire              Turnover: 51 TCr
    In an Imperium that relies on jump travel anybody who owns a zuchai or
    lanthanum mine is going to get rich. If you won both it's a licence to
    print your own money.  Glirse is the major mining concern in Gushemege
    and  is in the fortunate position of owning reserves of both  the  key
    elements in jump drive fabrication.  The company made its fortune when
    it  discovered  a rich reserve of zuchai crystals in the  Phaln  belt,
    just  before the Civil War.  Luckily most of that war was fought  away
    from  Gushemege so Glirse could exploit its assets to  the  full.  The
    company  now  has  an interest in mines across  the  sector,  and  has
    recently  been behind a research programme investigating the  recovery
    of unusual materials from the cores of gas giants.

    Hallji Oy                Gudak/Isi Ahto           Turnover: 24 TCr
    Hallji   is   one  of  the  many  Lancian  companies  to   adopt   the
    anachronistic Oy appelation.  Hallji are the leading purveyors of food
    plants  in the Lancian cultural region.  Hallji maintain a  number  of
    company  worlds in the Region,  such as Raoh/Tansa,  as well as  large
    farms  and  production facilities on other  agricultural  worlds.  The
    company  does  not only serve Lancia.  It has a  distribution  network
    that  covers half the sector,  and has established a major  enterprise
    on  Beangub/Shire.  Hallji also has an innovative  research  programme
    into  bioneered plants and hydroponic systems for  Lancian  starships.
         Stock Ownership:  Noble families,  34  percent;  Makhidkarun,  26
    percent;  Esgakii,  8 percent;  investment trusts, 11 percent; private
    ownership, 21 percent.
    Okean LIC                Dawru/Dashinshaii        Turnover: 19 TCr
    Okean is a technology,  construction,  and farming company which deals
    solely   with  the  hydrographic  environment.   Okean   submersibles,
    dwellings,   and   personal  equipment  are  widely   respected,   and
    considered  the best that money can buy.  Okean has offices  on  every
    water  world in the sector,  and outlets on many hi-tech  worlds  with
    significant  hydrographic  percentages.   The  company  maintians   an
    aggressive research policy,  and has done much work on bioneered life-
    forms  for both harvesting and as underwater aides.  This has  led  to
    accusations  of  genetic tampering in contravention  of  the  Boustead
    Accords, and Okean has been the target of limited ecotage.

    families,  10 percent,  Antares Holdings LIC,  19 percent;  investment
    trusts, 20 percent; private ownership, 35 percent.
    SevSoft LIC               Armec/Balech            Turnover: 31 TCr
    SevSoft  were  responsible  for the AVTA  operating  system  that  was
    adopted  by  the  IISS for use in the XBoat  network.  SevSoft  had  a
    history  of  producing  good quality office  automation  and  archival
    software,  software  that  can be found  underpinning  many  planetary
    government networks.  The AVTA operating system made its debut in  911
    and was adopted by IISS for use in an upgrade to the XBoat network  in
    962.  Over  the last century SevSoft have worked hard to  improve  the
    security  of the AVTA opsys.  It suffered an embarrassing blow in 1039
    when  cyberjocks  successfully  hijacked  the  Shakhamash  Xboat   and
    released Imperial Top Secret documents from  Depot/Gushemege.  SevSoft
    has no intention of letting this happen again.

    Shishmadarshag LIC       Loskuuatav/Khiira        Turnover: 27 TCr
    ShMaSh is the main producer of drugs and pharmaceuticals in Gushemege.
    The  companies product range from domestic pain killers to  anagathics
    and  combat drugs.  Less well popularised is the fact that  ShMaSh  is
    also involved on psi drug research,  and,  it is believed, production.
    ShMaSh  maintains  a  large  research  centre  on  Loskuuatav.   Other
    laboratories  and  production  facilities  are  owned  throughout  the
    sector.  A black facility specialising is psionic drugs is believed to
    exist in Tansa.

    Staesk Robotics LIC       Droun/Dashinshaii       Turnover: 43 TCr
    Staesk Robotics produces a range of autonomous and slaved  robots.  It
    is  though very much a traditional company where style and  cybersense
    count for little.  This has not,  though,  had a significant effect on
    the   company   sales  figures.   Staesk  dominates  the   market   in
    manufacturing  dumbots  and  domestic autobots.  It is  also  a  large
    producer  of security and military robots.  Staesk is a member of  the
    Shudusham Robotics Conference.  The emphasis at Staesk is very much on
    good solid engineering using tried and tested designs.

    Tala Datametrics LIC     Imaparlu/Rure            Turnover: 20 TCr
    Tala  Datametrics  (  or  TDM as it is usually known  )  have  made  a
    fortune  out  of the minutiae of everyday  life.  TDM  collects  data,
    masses  and masses of it,  and then sells it on to companies to  carry
    out  the  analysis.  TDM are one of the leading sensor  and  telemetry
    companies in the Imperium.  In a typical application TDM will  provide
    a  world  with a complete environmental monitoring  system,  and  then
    sell the real time data to weather controllers,  and the bulk data  to
    research  institutions.  TDM  also  carries  out  a  large  amount  of
    collection  for market research,  and can provide a marketing  company
    with data on likes and dislikes,  buying and spending habits,  and the
    number of speeders per dwelling for any planet in Gushemege.

    percent;   Vasily  Holdings,   15  percent;  Troke  LIC,  13  percent;
    investment trust, 14 percent; private ownership, 7 percent.
    The Megacorporations of the Imperium have an interest in every  sector
    of the empire.  In Gushemege there are 4 megacorporations that have  a
    significant involvement in sector commerce.  Two of these,  the Vilani
    megacorporations, have had an historical impact on the sector.
    Naasirka                      Sector Office: Usdiki/Dashinshaii
    Naasirka  was  responsible  for Gushemege's  initial  exploration  and
    settlement  before the Ziru Sirka.  With its affinity  for  electronic
    and  computing  technology Naasirka was soon to move into  the  sector
    once   Gushemege's  expertise  and  aptitude  for  these   areas   was
    identified  in  the early centuries of the  Third  Imperium.  Naasirka
    maintains  close links with many information technology  companies  in
    Gushemege with much investment in leading edge technologies.
    Makhidkarun                   Sector Office: Kukhun/Tansa
    In contrast to Naasirka,  Makhidkarun first moved into Gushemege  only
    as  a  result of the Vilani Pacification  Campaigns.  Makhidkarun  was
    tasked  with  occupying many of the main worlds of resistance  to  the
    rule of the Third Imperium.  This naturally led to a certain amount of
    antipathy  between the worlds of corewards Gushemege and  Makhidkarun.
    Over  the  centuries,  as Lancian culture  grew  and  strengthened,  a
    symbiotic  relationship  emerged.   Lancia  provided  the   creativity
    required  for a media and entertainment  superpower,  and  makhidkarun
    provided the technology and distribution network.  As a result Lancian
    art and entertainment was seen courtesy of Makhidkarun throughout  the
    Imperium.  The  arrangement was beneficial to both and  has  continued
    for  many  centuries.   Although  technological  leakage  has  occured
    towards Lancia,  creativity does not appear to have rubbed off on  the
    Sternmetal Horizons LIC       Sector Office: Phaln/Shire
    Sternmetal Horizons, the mining and manufacturing megacorporation, has
    a   major interest  in  the  industrial  concerns  of  the   Gushemege
    Heartland.  It  also has undertaken several large joint projects  with
    Hallji Oy in the food synthesis market. Sternmetal sees the vegetarian
    nature  of  the Lancians as an ideal opportunity to  further  its  own
    expertise in this area for the wider Imperial market.
    Tukera Lines LIC              Sector Office: Usdiki/Dashinshaii
    Tukera  has  a major stake in the transport and  Xboat  operations  in
    Gushemege.  Whilst  it is far from holding a monopoly on the  networks
    it  does  account for a majority  percentage  of  tonnage,  especially
    along the Gushemege Main, and its spurs to Ilelish and Dagudashaag.

    Admiral Uwnelm is a source of great concern. He is exceedingly ambitious and ha

    than that. He has not yet come out in support of Lucan, which would have been e
    xpected. He may well be biding his time, as his proximity to Ilelish would put
    him close to the front should war break out. The Security Division of INI have
    been alerted

        Starships are the lifeblood of the Imperium. They are essential for the
        economic and political, survival and  growth of any interstellar state.
        The vessels  provided the means  to move goods,  people and importantly
        ideas from  one world to the  next. Harnessing this economic  power are
        the starship  owners, who ply the  spacelanes transporting whatever the
        customer needs moving, for as much as he or she can get.
        The majority of merchant vessels are free traders of one description or
        another. These are  single ships owned by an  individual or small group
        of  people whose  independence is  not confined  to shipping schedules.
        Their ownly travel guide is the liklehood of making a good profit.
        While the  free traders are in  the majority, the part  of the industry
        that most ordinary peoplr or travellers  see are those vessels that are
        owned by the  shipping firms. These may range in  size from a couple of
        type A  free traders to  thousands of different  designs as run  by the
        largest megagcorporations.  It is these travel  companies  of Gushemege
        that are outlined below.
        First a brief  word on the administration of  trading and travelling in
        Gushemege. The multitude  of civilian vessels of that  operate in known
        space are usually required to be  registered. That is the type of ship,
        its  primary  function,  its  construction  and  ownership  details are
        recorded  at one  world or  another. This  sort of  information is also
        usually  incorporated into  each vessels  transponder ID  code, and  is
        a mandatory required for all vessels operating within the Imperium. The
        ship  registration  is  usually  recorded  with  each systems' Starport
        Authority  which  will  send  the  latest  information  to  a  regional
        administrative centre, usually at the local Imperial governmental trade
        offices at the subsector and sector capital. The central clearing house
        for starship registration and a whole  host of trade, travel and allied
        commercial functions  within Gushemege is  the Gushemege Transport  and
        Trade  Authority (GTTS  or 'GUTTS'  as it  is affectionatly known). The
        GTTS works in conjunction with the various STA's to ensure a reasonable
        standardisation   of  services   and  costs   (according  to   starport
        classification with which they oversee) of both shipping and starports.
        It also undertakes safety audits and investigations, as well as running
        investigations  into illegal  activities.  Although  the GTTS  like its
        brethren  operating  in  other  sectors   has  few  legal  powers,  its
        recommendations and reports are in most cases respected and adhered to.
        It  can rely  on local  and Imperial  legal agencies  if it  feels that
        safety, commercial, legal and  operational protocals are being breached
        through invoking numerous of the Imperial Trade Charters (ITC's). It is
        through GTTS  and its equivalents  that comparable standards  of trade,
        transportation and travel can be maintained overv the vast space of the
        This a small line serving Balech and Sallounn subsectors. The line owns
        a small number of jump-2 and  jump-3 passenger liners/ freight vessels.
        Known to be  corrupt, paying backhanders to the Duke  of Balech for its
        franchise to operate  and license to carry certain  illegal goods (this
        has  now become  almost the  accepted practice  for transport companies
        wishing to use Balech space). The Duke has used Comstellines on certain
        clandestine operations.
        Comstellines have been indicted a number of times for breaches of trade
        and safety  laws but has managed  to avoid court cases  through bribery
        and intervention  by the Duke. Despite  this it is popularly  said that
        Comstellines' ship captains will carry anything for a price.
        Fligh  (pronounced 'flee-gh')  Transportation  is  a large  freight and
        passenger  carrier operating  out of   Edat (2921).  It is  primarily a
        feeder line  serving the length  of the Oulpath  between Shakhamash and
        Phaln. Edat's zero law level has encouraged all sorts of work practices
        and financial  dealings which would  be illegal on  virtually any other
        world. Although the company is not corrupt, its shady activities has on
        more  than  one  occaision  brought  it  under  close inspection by the
        Gushemege Transport and Trade Authority.
        FLT  operates a  fleet of  some 50  ships, with  a further 50 operating
        under license  to smaller concerns  throughout the region.  The vessels
        are a mixed bag of designs, reflecting the wide variety of vessels that
        would normally be found operating in Imperial space.
        Established in 177, GLLIC were the  first company to obtain a franchise
        to operate  in Gushemege (from Emperor  Martin I ). They  operated as a
        moderately  successful  company  serving  the  Gushemege  Main  and the
        important  indusrial, agricultural,  rich and  class-A starport  worlds
        just off it.
        In 1063 there  was a fierce and bitter take-over  by Tukera Lines which
        resulted  in  major  reorginisation  of  the  routes, travel policy and
        personnel.  GushLines   now  operates  as   semi-autonomous  subsidiary
        specialising  in the  routes to  the more  fringe regions  of the Main.
        GLLIC operates  many of the same  vessels as the parent  company. There
        are some fourty jump capable ships with the Gushlines flag.
        HAB serves  the coreward border of  Gushemege, extending into Corridor,
        Vland and Dagudashaag. HAB has its origins in Vland subsector. HAB have
        remained prosperous,  still trading in  its original zone  of influence
        despite  the  fractionation  of  the  region  with  the  onset  of  the
        Rebellion. Its  interfacing role between Vland,  Lucan and Strephon has
        been  a  primary  reason  for  its  continued  existence.  An unwritten
        agreement allows HAB to come and go throughout its trading area without
        interference. It has been used many  times by the competing factions to
        transport  emissaries  and  valuable  goods  over  the  borders.  HAB's
        operations are  a necessary in this  respect and are well  protected in
        this respect,  having the general high  regard to avoid the  hassles of
        competing beaurocracies and militant elements.
        The company utilizes a number  of vilani-specific and standard Imperial
        designs in  the 400 -  5000 ton range,  with approximately 60  ships in
        service. Due  to the dangerous and  fluid nature of the  borders in its
        zone  of operations,  all HAB  ships have  the latest  transponders and
        commo  gear as  well as  having the  company logo  stenciled in  large,
        fluorescent colours all over the exterior.
        This  company  was  set  up  with  a  grant  in  the 1016 by the sector
        government to serve the coreward fringes  of Rure and Khiira. KRS still
        recieves financial support from the Munnarn government to foster travel
        and trade in the area. The  company have the local 'mail' contracts for
        the  Munnarn-Puumariash  runs  which  helps   to  offset  the  lack  of
        passengers,  relatively  low  volumes  of  trade  and  large  distances
        Beside  the twice  weekly mail  runs there  is a  circular route  taken
        travelling through Rure, then to Khiira, Riften and Gandonen. There are
        weekly departures from Munnarn and  Puumariash in either direction. All
        the ships are  small (in the 400 -  1000 ton range) - the  most popular
        being a jump-3 version of the type R subsidized merchant (type M3).
        Price concessions operate for journies  in Khiira subsector, and amount
        to 15%  off the standard  passage prices. Freight  is carried at  a 20%
        discount. The  company claim the  difference from the  Khiira subsector
        This company are primarily involved as bulk cargo shippers operating on
        the  Gushemege  and  Dagudashaag  border.  Based  on  the world of Masa
        (Gushemege  2513) with  a regional  headquarters at  Ushra (Dagudashaag
        SIFTA  are a  relatively new  firm dating  back only  to 936,  with the
        formation of a business  partnership  between two long-standing friends
        Kornelias Sesh and  Amarti Ifaen. The original company  was a brokerage
        firm, buying and selling goods/ cargos. The switch followed a number of
        problems with delivery of cargo by certain less-than-reliable carriers.
        To  ensure  reliability  Sesh  and  Ifaen  purchased  a  surplus  naval
        transporter as  a back-up. Prolonged business  allowed them to purchase
        more vessels (again navy surplus or  moth-balled ships) to set up their
        own shipping line.
        The fleet is  now comprised of several designs  based around the Tukera
        "Prosperity"-class  freighter and  a Vland  inspired "Balaanii"-  class
        merchant freighter (a boring but  very reliable design). There are some
        30 vessels now in service with SIFTA.
        StellaTrek Travel Lines are the major competitor to GushLines along the
        Main and are  the specific reason for the take-over  of GLLIC by Tukera
        Lines.  Although only  set up  in 994,  STTL exploded  onto the  massed
        transport market  fifty years later  and were so  seriously undermining
        the financial base of GLLIC that  they were easy meat for the predatory
        Tukera  (who were  looking to   expand their  market into  the spinward
        regions of Gushemege).
        Stellatrek are based on Viskka (Taapvaia 2310) with a secondary base at
        Intnalta  (Sallounn  1129),  and  have  the  financial  muscle  of  the
        Irkhi-Painntu trade alliance  of Taapvaia to back them.  The success of
        Stellatrek  ensured  a  rapid  uptake  of  shares  when the company was
        floated on  the Sharenga stockmarket in  1117 despite the onset  of the
        Rebellion. Just under  20% of the stock was  snapped up by Makhidkarun.
        Other  major   stockholders  include  Esgakii   LIC,  Glirse  LIC   and
        interestingly, Tukera.
        STTL maintain  a large fleet  of moderate to  large vessels (subsidized
        liners, long liners and larger cargo-orientated ships), and operate out
        of  all class  A and  B starports  on the  Main as  well as all class C
        starports with a  population of a million (6) or  more. The company are
        constantly on the look-out for starship crews due to continued poaching
        and threats  by GLLIC employees.  Consequently STTL offer  10% over the
        standard wages for their crews' services.
        This small  company is wholly  owned, run and  staffed by Vapethi,  the
        minor race originating on Inapiirn. This travel company operates in the
        Inapiirn cluster, serving the Vapethi  colonies and the human worlds of
        Hartesh  (0623),   Younis  (0722)  and  Inapiirn   (0723).  VEK  (which
        translates  as  Vapethi  Sky  Travellers)  also  makes  regular runs to
        Rucciset (0422), Drayrk (Rure/0920) and Tungohl (0725).
        The  company   runs  ten  vapethi  designs   with  virtually  identical
        specifications to the "Empress Marava"-class  far trader, but due to to
        the increased  tensions within Balech  subsector the vessels  now carry
        triple laser and missile turrets (usually one turret of each).
        As the name  suggests, Vipach Traders serves Vipach  subsector. VT is a
        small company operating half a dozen type A2 Far Traders out of Dikaash
        (0738).  VT are  another company  operating under  the patronage of the
        local  subsector government  and  Ilelish  merchants. Their  weight has
        helped to offset the constant interruptions in trade and the volatility
        of  the  faction  borders.  Safety  has  come  bottom  of  VT's list of
        priorities.  In  1101  a  vessel  crashed  on  approaching  Ginupa Down
        starport,  the  following  public  inquiry  and  report of the Accident
        Investigation Unit  of GTTS revealed  that poor workmanship  and shoddy
        maintenance procedures  were the primary  factors in the  loss of power
        (and hence the ship). The  public humiliation lead to serious financial
        problems  when its  revenue from  passengers dropped  by over  50%. The
        company are  now looking for financial  sources to help clean  up their
        tarnished reputation and obtain newer ships.

        Gigimu University like many of the higher educational establishments in
        Gushemege offers excellent courses in the economics field, with all the
        sub-disciplines offered as minor or major degree components. Rivals the
        Lumuiinshi School of  Economics for the centre of  the current economic
        theory  in favour  as well  as Hkeakewoirea'  University. The Economics
        School favours the purer Ruddellian Economic Model.
        Chancellor  Khissamgau read  Vilani Classics  here. Dr  Mumguam held  a
        chair in  macroeconomics before taking up  his present post as  Lord of
        the Treasury, the Economic Advisor to the Duke of Gushemege.
        Gushemege Merchantile Guild School (Usdiki 2224)
        Founded  in  -327  at  a  meeting  of  sector-  and imperial-wide trade
        concerns,   promoting   the   advancement   of   trade  and  associated
        professions. The School also sponsors trade contact missions to systems
        outside  the Imperium.  This funding  is usually  only open  to new  or
        ex-graduates  of the  Guild School.  Two burasaries  are provided  each
        year, one  to the new  graduate with the  highest marks awarded  in the
        finals, and one  to the individual or individuals  who present the best
        proposal for trade-exploration or research to a selection committee.
        Hkeakewoirea' University            (Hkeaewoirea 2925)
        Another  of  the  tripartite  of  leading  centres on financial theory,
        battling  for  supremacy  in  the  exceptance  of  its current economic
        thinking;  the University  is a  well known  proponent of  the modified
        Tenser-Ruddellian  Economic  Model.  The  University  has  a much wider
        educational base  than either the  Gigimu University or  the Lumuiinshi
        School  of Economics,  offering a   multitude of  courses in  all areas
        (although somewhat deficient in the Sciences).
        Dr Mumguam read macroeconomics and macrosociology here, gaining a first
        in 1093, then undertaking (successfully) a doctorate.
        Imperial University of Usdiki      (Usdiki 2224)
        This  university has  been favoured  by the  Miikadgaa family in recent
        decades with many  of the sons and daughters of  this noble line taking
        courses  here.  It  is  a  quality  university  producing well-regarded
        graduates in all fields; the Arts, Humanities and the Sciences.
        Ilelish Cultural University        (Dikash 0738)
        This  is  the  renamed  Dikash  Imperial  University.  by a decree from
        Dulinor in  late 1117. The renaming  was a counter to  the anti-Dulinor
        propaganda coming from Lucan and repeated by many of the hypermedia and
        psychomedia courses within the  orthodox universities of Gushemege. The
        university has been given the mandate  to promote the values and ideals
        of the Ilelish culture.
        Kadar Imperial Army Staff College  (Kadar 2829)
        Set up in 455 under the insructions and patronage of emporer Martin III
        in an attempt to establish a core of loyal Gushemege officers to offset
        any  further  defections  to  the  Ilelish  cause following the Ilelish
        General  Fleroy  was  commandant  1110  -  1111  during  which  time he
        instigated  a  series  of  reforms  in  the  training programme for new
        recruits. The current commandant is General Sergei Kuhl.
        Kukhun University                  (Kukhun 3105)
        The university is another center of excellence for the medical sciences
        within Gushemege. Here can be found the home of the Imeshi Neuroscience
        Institute. It was  at the Institute that former  Duchess Laka Miikadgaa
        was brought  in a last  desperate attempt to  save her from  a rare but
        invariably  fatal degenerative  disease of  the central  nervous system
        caused  by  an  obscure  retrovirus.   Although  they  workers  at  the
        Institute's  medical wing  failed to  save the  Duchess, they  gathered
        vital and important data that has helped to understand the pathogenesis
        and the epidemiology of the disease. In recognition of the help offered
        to the old Duchess, the Miikadgaa  family has made a number of sizeable
        donations to the University and the Institute.

        Lancian Cultural University of Sharenga (Sharenga 2305)
        Entry requirements include a working knowledge of Kehuu. Well reknowned
        for its  history and archaeology  courses but in  particular it is  the
        Department of Art and Media Studies that is famed not only in Gushemege
        but throughout the Imperium.
        The university  claims to be the  oldest in the sector  and indeed much
        older  than the  vast majority   of recorded  human cultures.  A record
        showing  an  educational  establishment  at  the  present  site  of the
        university  predates the  discovery of  jump-drive by  the vilani  by a
        thousand years.
        Lenlli Institute of Hypermedia     (Liigash 2815)
        Duchess Jiva attended Art  of Sociopolitical Interaction course. Sister
        institute  to  the  Meli-Kaapaiss  Academy   on  Cirsel,  the  LIH  has
        concentrated more on sociological theory as a political and advertising
        tool.  Most of  the larger   companies in  the Gushemege  sector retain
        ex-graduates of the institute within their marketing departments.
        Lumuiinshi School of Economics     (Lumuiinshi 1816)
        This establishment has produced many of the finest and most influential
        economists in the spinward regions of  the Imperial core. The School is
        an vociferous supporter of the Cauluiss-Vance theory of Economics.
        Chancellor Khissamgau read for his first degree at the School.
        Meli-Kaapaiss Academy              (Cirsel 2408)
        Principally  concerned with  the social  sciences: classical sociology,
        socio-history, socio-economics and socio-psychology.  One of the oldest
        educational establishments in the sector, founded in -117.
        Praalish-Imperial Meterological Institute of Ahraln
                                           (Ahraln 3033)
        This  establishment  is  at  the  leading  edge  of  meterological  and
        climatological   science   and   technology.   The   present  site  and
        organisation was inspired by a  single woman, Anthean Praalish, who was
        the  sole  scientist  at  the  original  weather  station in 791. After
        studying at  Shakhamish University she  took up the  monitoring post on
        Ahraln. Nine years of work and  observations led her to submit a thesis
        that  was immediatelly  accepted for  a doctorate  and gained her great
        accolades  for the  quality and  the extensiveness  of the studies. The
        work focussed on the detailed interactions of the Ahraln geosphere. The
        acclaim  that  followed  her  work  allowed  her  travel and extend her
        climatological  models to  other systems.  Shortly before  her death in
        849, Praalish had developed the  classical unified model of stellar and
        atmospheric  interactions that  still forms  the basis  for atmospheric
        terraforming projects  throughout space. In her  honour the sector duke
        Petra Duec set up the Institute  to develop the atmospheric sciences on
        the world that Praalish started her work.
        Rurevayn Institute of Advanced Medical Physics and Bioengineering
                                           (Imaparlu 1616)
        Reknowned for  its developments in prosthetic  and replacement surgery,
        medical instruments, biosensors, scanners,  other equipment and medical
        software. The Institute forms part of the larger University of Imaparlu
        campus with many of the staff  and students actively involved with both
        establishments,  the Institute  retains its  independence with separate
        funding and a governing body divorced from the University.
        Shakhamish University              (Shakhamish 2716)
        The Shakhamish University  is the recognised as the  apex of philosophy
        debate in  the region. The  university is the  centre of the  Gushemege
        Metaphysical Society, which meets  biannually at the Frishei Conference
        Centre.  The  Society  organises  various  meetings  and symposia which
        attract thinkers from all over the Imperium.
        Traman Institute of Astrophysical Sciences
                                           (Traman 1905)
        Set up in 632 to study Emmat, the primary of the Traman system, and the
        local  astrography. It  has gain  a reputation  for the  advancement of
        cosmological theory  that extends its  importance and influence  beyond
        the sector. Has supplied 18 of the Astronomers Imperial since the chair
        was founded by emporor Artemsus in 87.
        Trici Unversity                    (Moytra xxxx)
        Trici  University on  Moytra is  best known  for the  excellence of its
        social  science  courses.  Particularly  of  note  are  its  journalism
        history,  and  psychology  courses.  Professor  Dittmeyer  Valensina of
        Trici's  history faculty  was awarded  the Alkhalikoi  Imperial History
        prize  for his  research and  thesis on  the emergence  and rise of the
        Sylean  Federation. The  University, located  in the  heart of downtown
        Trici (Moytra's  capital) was the  first establishment in  Gushemege to
        offer an undergraduate course in  psychohistory, and today is still the
        place to go for those who wish a first degree in this subject.
        Ugnake Naval College               (Usdiki 2224)
        Based at Usdiki.  Attended by Duke Kirshaam. The  major training ground
        for prospective naval officers, serving  all branches, for the Imperial
        and local colonial forces.
        University of Imaparlu                  (Imaparlu 1616)
        The  university is  a major  supplier of  the qualified  medics in
        Gushemege. Many of the newly graduated medics transfer to Rurevayn
        Institute of Advanced Medical  Physics and Bioengineering (also on
        Imaparlu)   where  they   undertake  extensive   research  in  the
        biotechnological  fields. The  university also  boasts one  of the
        best biogeneering  facilities outside of Solomani  or Hiver space.

        Olputouen  is a  religion based  upon  the  individual and  his or  her
        independence and inter-relation with nature. The religion has sprung up
        in  response  to  the  relative  isolation  of  some  of  the  original
        communities  within Rure  subsector. Although  the emphasis  is on  the
        individual there are meetings every quarter of the year where there are
        lectures and seminars arranged for the instruction of new adherents and
        old devotees alike.
        The  principle  form  of  worship  is  individual prayer and meditation,
        promoting solitude and oneness with the worshipper's surroundings. This
        isolationist aspect  of the religion  has left many  communities with a
        desire to be left alone more  than the rest of the independently-minded
        The most notable adherent to the Olputouen is Duchess Shogs Suzjoiva of
        Rure, who has used her  beliefs in developing her strong, single-minded
        character.  Her  strong  will   buttressed  by  the  self-teachings  of
        Olputouen has steeled herself for many tough decisions during her reign
        as Duchess.
        Ast Wind Sect

        Duke  Rall  Talenn  has  ruled   Balech  subsector  withan  iron  fist,
        maintainig control in any manor he sees  fit. To this end, the Duke has
        sponsored  the growth  of the  Ast Wind  Sect. This  sect is a monastic
        order, who's  influence in the development  and maintainence of society
        had  been  fairly  slight  before  the  Duke's active intervention. The
        priesthood of  the sect expounded the  virtues of simplicity, ignorance
        (of  ideas outsise  of the  religion) and  obedience in  all aspests of
        life.  This attitude  offered an  excellent basis  for controlling  the
        population of  Balech. Duke Talenn  made the Ast  Wind Sect ideals  the
        official religion  of the subsector. The  'Brotherhood' have been given
        the task of  enforcing the ideals and principles  of the sect reporting
        directly to  the Duke on dissenters.  The principle aim of  all this is
        for the Duke  to maintain and extend his power  in Balech and adjoining
        subsectors. He  can hopefully using  the Sect carve  out for himself  a
        little  empire from  amongst the  chaotic activities  of all  the rival
        Way of Tuyll
        Cluster-wide: Hkeakewoirea' / Shire
        Deism. God created the universe, but no longer interested in it.
        Ethical and moral standards are their own reward, regardless of afterlife.

        The Way of  Tuyll is more of a moral  code than a religion, originating
        at the  onset of the Long  Night where anarchy and  chaos threatened to
        rip apart the society on .  The underlying principles of the 'Way' were
        set  down by  Anders Emuillii   (from the  planets Tuyll  province). He
        attempted to preserve the best of  the world's culture by setting out a
        series of codes  designed to moderate and guide  the people through the
        troubled times. By adherence to the 'Way', Emuillii managed to persuade
        the populace of to regulate  their behavior. The last starships leaving
        the system also  took the message of the 'Way'  to the nearby worlds in
        Hkeakewoirea'  and Shire  where the  ideas of  'humanity', decency  and
        openness took hold.
        Recontact  with  Hkeakewoirea'  and  Shire  subsectors  came as quite a
        suprise to the  scouts and exploratory traders who  expected to witness
        yet  another  region  sunken  to  near  barbarianism.  Instead they got
        well-adjusted, stable and healthy  populations apparently non the worse
        for wear for being isolated from the rest of the old empire.

        This small  religion-cum-sect was founded  on the world  of Gumahler by
        Shiravi tah  Benjuhl in 1091.  She claimed to  have seen the  departing
        spirit  of  the  world  [Gumahler]  god  and  then  set about trying to
        convince the farming communities on  the planet that were passengers on
        a larger, more complex being. Benjuhl stated in no uncertain terms that
        the agricultural practices in force  were detrimental to the well-being
        of the planet.  This has obviously not pleased  the agrocombines on the
        world  who have  seen the  small  band  of itinerant  praechers as  bad

        Influential Monotheism. God only interacts with sophonts at key moments.
        Believers perform charitable acts to build better society for postertity.

        10 million - 100 million adherents.
        Shagaelo  (pronounced  'sha-gway-low')  is  a  distant  relative of the
        Terran Shinto, Hindu-Buddhist and Animistic religions. Followers of the
        creed worship  the higher lifeforms  as pseudo-gods, reincarnations  of
        people diefied  at time of death.  All life is sacred  and only certain
        life can be consummed - lowly animals and plants.
        All  theses  'minor  gods'  are  subservient  to a single, all-powerful
        entity Tien-Shagaelo  ('father of Shagaelo'). Tien-Shagaelo  is seen as
        arbiter  of life,  selecting those  pure enough  to join  him/her after
        death and  become minor deities.  Origins of Tien-Shagaelo  are unclear
        but legends  have it that he/she  represents a human from  a former age
        who  having found  the perfect  and pure  life was  transformed into an
        immortal being.
        Many   of  the   higher  'church'   leaders,  the   Senschen,  are  the
        self-appointed  interpreters  of  Tien-Shagaelo's  will,  given  divine
        authority  to carry  out the   day-to-day running  of the  church. They
        actively set up the teaching of the new and less experience menbers, as
        well as organisising missionary campaigns.
        As well as a high regard for  all life, the Shagaelo creed has a strong
        sense  of  moral  fortitude.  They  try  to  encourage  the adoption of
        Shagaelo  principles  such  as  monogamy,  small  families,  continuing
        education,  restraint  in  the  pursuit  of  personal  wealth  and  the
        limitations in the growth of society  (especially at the expense of the
        environment).  Greed,  avarice,  glutony  and  waste  are  regarded  as
        fundamental evils  as from them  death, destruction and  damage derive.
        Zealous missionaries are activelly sent out  to find these evils and to
        convert those initiating or suffering from these sins. This attitude of
        intensive  active  intervention  has  brought  the  Shagaelo creed into
        conflict with many worlds.
        Church of Cahlel
        Interactive Monotheism. Single god interested in sophonts daily actions.
        Believers seek to expand the frontiers of knowledge through enquiry.
        Formal devotion required several times during life.

        Cahlel  is a  conventional church  modelled on  Terran Judaeo-Christian
        beliefs. It owes  its origins to methodism and  spread with the advance
        of the solomani into the vacuum following the nth interstellar war.
        The church espouses the protestant work  ethics of hard labour, duty to
        one's family, honesty, restraint,  simplicity  and appropriate devotion
        to the  church. These are the  means to navigate the  road to spiritual
        enlightenment and eternal salvation.
        The church has  members and influence over a wide  area of the Imperium
        and  beyond   (naturally  a  very   strong  presence  in   he  Solomani
        Confederation). The pro-solomanmi attitudes are noted with suspicion by
        non-believers  and the  church has  been  the  subject of  a number  of
        investigations and purges by Imperial agencies.
        Gods of Fate
        Cycles of history, each slightly different but outcome predetermined.

        Around 10 billion adherents.
        Despite the laid back attitude to the outcome of life, strict adherents
        will take 20  day sojourns to a shrine prior  to all major decisions in
        an attempt  to gain some  guidance in the  path ahead. Those  that can,
        make  their way  to the  high Shrine  of Moy  (2735). Other less strict
        adherents may stop for 20 minutes  every 20 hours. Either way this stop
        or sojourn  can cause serious  and irritating problems  for the average
        business transaction.

          An overview of the activities of Strephon's Agency in the fields of
          disinformation, memetic engineering, terrorism, and commando operations.
          The Covert Survey Bureau (CSB) is the logical choice for Strephon's
    secret agency. There are also a number of interesting anomalies in Gushemege
    sector. This document discusses what the Gushemege CSB is up to, under these
    main headings: Disinformation, Memetics, Terrorism, and Commando Operations.
          Strephon's Worlds are outnumbered absolutely in terms of the fighting
    ships and men available to the other factions. In any given battle, however,
    what matters is not how troops the enemy has, but how many he can bring to
    bear. The CSB aims to reduce the odds against Strephon's forces in three main
        * by tying down as many opposing troops and ships as possible, rendering
          them unavailable for combat.
        * by rallying the undecided populations behind Strephon, thus increasing
          his forces.
        * by attacking the enemy's command structure and communications routes so
          that he cannot direct his forces to the right place at the right time.
          The CSB's top administrators are wise enough to realize that this
    strategy only delays the inevitable fall of Strephon's Worlds. The rebellion
    is bound to settle down to a war of attrition, and in that kind of conflict
    the faction with the most troops will eventually win. Strephon and the CSB
    hope that the major factions will cripple each other before the attritional
    phase sets in, or that they can rally enough high-population worlds to become
    the largest faction.
          In the meantime, an interesting scenario might be made out of a senior
    CSB agent employing the PCs to carry out missions for him - not for Strephon's
    cause, but to build up a nest egg he can retire on when Strephon's Worlds
            Or, the time-honored art of telling lies about your opponents. Because
    of the slow speed at which news travels and the general chaos of the Rebellion,
     it isdifficult for most people to find out what is really going on. They will
    therefore tend to believe nothing at all or whoever shouts the loudest.
          Affeldt suggested lowering enemy morale by tampering with the troops'
    mail. Strephon's agency takes this a step further by tampering with the
    faction's mail -- introducing false information into their rival's xboat
    networks. This is done in a variety of ways:
          First, by introducing Gushemege xboats into the networks of rival
    factions, carrying fake news. For example, reporting a battle or a planet lost
    when it was won, or faked footage of the rival faction's leader being
    assassinated. This is a dangerous mission for the pilot, but allows maximum
    consistency between the messages aboard, making the news more credible.
          Second, agents in rival faction's territory invent false messages and
    introduce them into the local xboat network. This can mislead the readers.
    More importantly, it lowers the credibility of the other messages delivered.
    If one report says the battle was won and another says it was lost, which do
    you believe? This slows the enemy's response to information as he must verify
    its truthfulness before acting, possibly by sending another ship to check what
    really happened.
          Third, destroying data banks, xboats, and couriers wherever possible.
    This slows the enemy response, because he doesn't know what is going on. He
    must either send more ships to find out, or have fighting ships escort
    couriers. (The latter will slow down couriers, because warships generally have
    lower jump numbers.)
          In all cases, due to the excellent quality of Gushemege simulations,
    based on Lancian technology, the false data introduced by the CSB are not
    obvious forgeries.
          In a more adventurous vein, carefully doctored news might persuade a
    low-technology, high-population world that it was cut-off, surrounded,
    abandoned, and soon to be smashed by Strephon's fleets. Silver balloons
    masquerading as orbiting battleships would help. A forceful landing by a
    gunboat or two carrying a CSB agent dressed as a Colonel or Fleet Admiral with
    a request that the world surrender could gain the world's surrender, if the
    agents were good enough actors.
          Pre-jump-drive experiments on Terra showed that certain ideas are
    infectious, spreading among persons like viruses and taking over victims'
    belief systems. These ideas are known as memes, and the techniques of studying
    and creating them are collectively called memetics. Where the vectors
    (transmission agent) for a physical disease include vermin, insects, and
    carriers of the disease, the vectors for a meme include media broadcasts and
    whispered conversations.
          In memetic theory, social movements are side effects of the spread of
    specific memes. It follows that a group capable of creating and spreading a
    suitable meme can produce social movements to order.
          Much CSB research has been targeted on projects to create new religions,
    philosophies, and codes of behavior which will dispose those accepting the
    artificial ideals to support the CSB's aim. These projects usually conduct
    their experiments on interdicted worlds with low tech levels, to minimize the
    disturbing affects of outside interference. The group of four type-X starports
    close together in subsector L house the major projects, close together for
    ease of comparison.
          Creating a suitable meme requires, first, that CSB agents thoroughly
    study which memes are already active in the target culture. The successful
    pseudo-religion will make extensive use of existing memes to help it take root
    in the target population.
          Second, the meme must be codified in a written (or other recorded) form.
    As self-replicating information patterns, memes are subject to mutation and
    evolution like physical genes, and standardizing the meme helps to limit
    mutation as the number of people infected grows. The CSB agent in place
    normally prepares and distributes the standard "Bible" for the new meme.
          Third, the CSB encourages those infected with the meme to isolate
    themselves from the rest of the population, to minimize contamination from
    competing memes, and to protect the believers. The local government and/or
    religion will undoubtedly attempt suppression.
          The most successful memes - from the CSB's standpoint - are those
    overriding a sophont's natural desire for genetic and personal survival. This
    sort of meme can induce untrained civilians to drive grav sleds full of
    explosives into Lucan's or Dulinor's local headquarters, or attack troops in
    battledress with sticks and stones. The sort of fanaticism needed can only be
    generated by pseudo-religious memes, hence the CSB's interest in creating
    artificial religions, and even then must be continually fanned by agents
          A possible scenario is that the PCs are forced to deal with a local
    religious cult inflamed to acts of terrorism by a CSB agent. Perhaps one of
    the party's favorite NPCs is kidnapped and brainwashed by the cult.
          Even in the former heartland of the Imperium there are dissidents -
    corsairs, terrorists, criminal elements, and so on - who would take up arms
    against the government. The CSB's policy is to contact those groups in their
    rivals' territories, and give them arms, money, and specialists advice. The
    CSB is not concerned with what these groups stand for; all that matters is
    that they oppose their government and are prepared to take action. Of course,
    should such action be against the CSB's interests, their supplies of guns and
    cash dry up.
          This policy will give Strephon major problems if he won, because he will
    then have well-equipped, trained terrorist groups entrenched in his territory.
    Desperate and vastly outnumbered, however, he is prepared to take that risk
    and hope the CSB will have an answer for that problem when it arises.
    Strephon's main concern so far has been for the innocent victims of terrorism.
    The CSB argues that innocent victims are essential, as killing the spouses and
    children of rival factions' troops is not only easier than killing the troops,
    it has a greater effect on their morale.
          The CSB recognizes that it would weaken Strephon's bid for the throne to
    be associated with this activity. They are careful to lay blame either on the
    terrorists themselves or on another faction. Atrocities committed in Lucan's
    domain will be blamed on Dulinor, and vice versa.
          False Flag Recruiting: The CSB studies intended recipient organizations,
    and then poses as members of that faction. The Solomani Party is the main
    recipient of CSB support within the volume of space controlled by the Ziru
    Sirka. Like most other recipients, it is ignorant of the true source of
    funding. It might reject the money and advice if it knew where they came from.
          Within Lucan's Imperium, the Scarlet Claw Society is a group of Aslan
    terrorists which the CSB funds. The agents pose as members of Dulinor's
    agency, and so the terrorists believe themselves to be fighting for Dulinor
    instead of helping Strephon.
          Affeldt suggested arming PCs and turning them loose to create mayhem in
    rivals' territory. This is as good a campaign setup as any sponsored by CSB.
          Disease: Another common ploy is for CSB agents posing as customs
    inspectors to board independent merchantmen just before they leave Strephon's
    Worlds for enemy territory. While aboard they surreptitiously infect the ship
    with contagious disease germs. The intent is to spread the disease into
    starports within a rival faction's turf.
          The plagues used will be crippling, but not actually lethal. A dead
    enemy who only needs to be buried has less effect on opponents' morale and
    resources than a horribly diseased one who must be cared for constantly.
          A possible scenario is to infect the PC's ship with a virulent plague in
    this way, perhaps while dropping off a passenger who is really a CSB agent.
    The PCs will become ill while being hunted as saboteurs or plague carriers.
          The CSB maintains a number of highly-respected commando teams, which are
    trained and equipped at a level rivalling the special forces units of the
    other major services. Like the rest of the CSB's operatives, these have a
    reputation for the bizarre, earned mainly from their use of trained animals,
    gadgetry, and deception.
          Trained pouncers have been fitted with time-fused explosive packs and
    encouraged to build nests inside enemy starships. This has had mixed success,
    with some targets destroyed and other attempts destroying neutral or merchant
    tonnage instead. The CSB argues that even failures help their cause, as they
    lower enemy morale, discourage neutral merchants from visiting enemy ports,
    and tie down forces on security duties.
          Small flying animals that nest in the eaves of buildings have been
    captured and fitted with incendiary devices in attempts to burn down enemy
    cities. These missions have uniformly failed so far, but all add to the fears
    and worries of those opposing Strephon.
          During the early days of the Rebellion, attempts were made to peddle
    drugs to troops fighting for other factions. These were discontinued when
    Strephon's troops proved equally vulnerable -- in many cases they received the
    drugs intended for Lucan's forces.
          CSB commando units often travel incognito aboard free traders owned and
    operated by the CSB. A possible scenario is for the CSB to hold the lien on
    the PC's ship through a number of dummy companies. A CSB commando team in
    disguise charters the ship, and the PCs are blamed for the atrocities the
    commit at one port of call.
          Once on-planet, CSB teams are supported by sleeper agents scattered
    throughout the sector years ago to support anti-terrorist and anti-piracy
    operations. The typical sleeper believes he works for someone else (whoever
    his recruited thought he was likely to work for), and is exempt from draft by
    virtue of ill health, age, or professional status.
          The sleeper's task is to provide a safe house where the team can rest,
    avoid searches, and prepare for missions. Stocks of food and medicine, and
    perhaps a vehicle, are also needed. These hideouts take many forms -- a
    starport restaurant franchise, a cargo container ostensibly storing furniture
    for someone off-planet on business (and stacked amid many genuine ones), and
    unproductive mine on a nearly-abandoned asteroid, a lighthouse or emergency
    shelter, and so on.
          The missions undertaken by a commando unit are often blamed on
    terrorists, and are broadly similar to terrorist operations. What
    distinguishes them is their precise timing and targeting, as opposed to the
    apparently random and pointless violence of the terrorist. These units are
    specially tasked with eliminating key opponents by killing, kidnapping, or
    discrediting them. To gain the proper perspective for how the gadget-oriented
    CSB tackles this sort of task, watch reruns of the "Mission: Impossible" show.

    Computer Augmented Behavioral Alteration (L. Piper)

        Subject: CABAl (Computer Augmented Behavoiral Alteration)
        The  use of  microscopic biochip  implanted into  the hypothalamus  and
        other hormonal  control regions of  the brain (ie  secondary implant in
        the pituitary  gland) to modify  behavoir. External stimulation  of the
        hypothalamus by  the pre-programmed neuroprocessor  at specific regions
        leading to  the release of  specific hormones. These  specific hormones
        can bring about rapid and  particular metabolic change; effect whole or
        isolated regions of the human  body. Can interfere with natural hormone
        release   and/  or   function  through   sympathetic,  synergistic   or
        antagonistic/ blocking effects.
        There can also be direct stimulation  of pleasure and pain centres. The
        controlled release of the bodies natural 'pain killers' - endorphines -
        can  be used  as a  very  effective,  safe, cheap  and rapid  method to
        relieve  pain. On  the battlefield  it could  help to  overcome certain
        logistical problems  and enable the  recipient to continue  in his/ her
        actions  without recourse  to direct  medical intervention.  It is also
        envisaged that  the 'pleasure and  pain' centres approach  to convicted
        criminals  could ensure  compliance with  prison rules  and regulations
        thus reducing tension and manpower.
        The process can have profound medical benefits for those suffering from
        a variety  of  hormonal  and  neuronal/cerebral  disorders ranging from
        growth stimulation  to control of fertility,  from modulation of kidney
        function to stimulation of nerve function and heart control. The use of
        natural   endorphines,  as   stated  above,   are  very   useful  where
        conventional anasthetics pose a risk to the patient.
        The biochip can be inserted by  a competent surgeon in under two hours,
        and removed in  a quarter of the time. The  process has not been widely
        implamented due to its re-classification as a military project and even
        this developmental use has been limited in scope.
        The  CABAl  project  was  developed  by  a  team  at the Bioengineering
        Research Bureau  of Shishmadarshag LIC,  led by professor  Rae Tuliiga.
        The  concept of  direct manipulation  of human  action/ behavoir by the
        introduction  of  advanced  neuro-electronic  systems  incorporated and
        controlling living tissue has had a long history. The most recent phase
        include the  insights gain by  this particular line  of research reared
        its head at an obscure side  meeting of the Bioelectronics Group at the
        Shudusham  Robotics  Conference  of  1083  where  Tuliiga  was a junior
        research associate  at the Lemkkoll-Hamun  University on Anjiv  (Tansa/
        Gushemege 3006). The  ideas taken away from the  meeting were to remain
        dormant  in Tuliiga's  mind until  he was  elevated to  the head of the
        Neuropharmacology Unit with the Bureau where his ambition bore fruit.
        Initially  the corporate  planners at  ShMaSh were  skeptical on  being
        presented with the application of  funds for extensive research in this
        field. They argued  that the controversial nature of  the project could
        seriously undermine the market base for ShMaSh if the details were ever
        made   public  before   the   initial   feasability  studies   and  the
        socio-psychological impact could be  ascertained. Also the introduction
        of  a  working  system  may  well  be  relativelly  cheap compared to a
        complete  course of  orthodox  i.e.  neuro-drugs; this  would seriously
        erode company profits in this  area. However the initial resistence was
        overcome partly due  to the fact that most of  the executives were sure
        that the project would never amount  to much and partly prevent Tuliiga
        from leaving and taking his ideas to another company.
        Within four years  of the start of the project  the research team had a
        working  system introduced  in a  terran pig.  Eighteen months later in
        1115 the team had introduced a prototype biochip into a human volunteer
        with  a  hereditary  hormone  defficiency.  The  neuroprocessor and its
        associate effector circuits were used to compensate for the defficiency
        by  a  specific  stimulation  of  primary  effector  cells  within  the
        hypothalamus. The success of this  first human experiment paved the way
        for the introduction  of the primary goals of  the research, namely the
        external  control of  mood and  behavoir. This  stage ran into problems
        however.  The  breakdown  of  control  led  to  an imbalance in hormone
        production  which in  turn led   to acute  psycheatric problems  in the
        volunteer. The man stole an auto-rifle  (and a couple of magazines) and
        fired indiscriminately into a holiday  crowd killing seven and injuring
        fourteen others.  The local police  killed him after  tracking him down
        and cornering him  but not after he had  wounded three officers. ShMaSh
        had to bring  a great deal of political pressure  (and a few bribes) to
        halt an inquiry. The project was  nearly cancelled at this juncture but
        survived through the dogged persistence of Tuliiga.
        The problems were  quickly identified and the project  continued with a
        set of human volunteers which brought about rapid progress in the work.
        The research was set to  developed for commercial exploitation when the
        military  stepped in  and in  effect took  control of  the work and the
        direction of  the project. This  caused deep outrage  amongst the staff
        and Tuliiga  resigned in protest over  the hijacking of the  project by
        the  military. As  the work  now  went  under the  banner of  essential
        military research  the heirarchy of the  armed forces perceived Tuliiga
        as a security risk due to his  much publicised comments on the work. He
        was placed under house arrest where he died in a suspicious fire.
        A major development took place on 213-1118 when there was a break-in at
        the research lab. Thieves were obviously professionals who knew exactly
        what  they were  after, taking  computer records,  hand written  notes,
        papers and  hardware. There was  no trace left  that could give  a clue
        towards the identities  of the criminals. The work  has not resurfaced,
        the  conclusion reached  by administrators  of the  project is that the
        theft was organised  for the benefit of a  'hostile power' -a euphamism
        for one of  the factions fighting over the  Iridium Throne. The current
        favourite for  the position of the  sponsor of the theft  is Dulinor or
        one  of his  agencies. The  work is  probably being  developed for  its
        military  potential, a  daunting prospect  when coupled  to some of the
        elite  Ilelish commando  teams who  already have  a infamous reputation
        without body enhancement.
        The  first sight  of this  technology  in  the open  has come  with the
        emergence  of a  class of  underlife  in  the seamier  side of  Kesser,
        primary city on Masa (2513).  These individuals have had CABAl biochips
        implanted into the brain and are set to stimulate the pleasure centres.
        These individuals  do little but sit  in a dream-like state  and slowly
        die,  oblivious to  their bodies'  suffering.  For  many it  is a  last
        desperate, but for  them entrancing, act. Others have  used the devices
        to boost their responses
        The  most  exciting  and  most  dangerous  discovery  evolving from the
        development  of  the  CABAl  work  has  been  the  interaction  of chip
        recipients  with computer  systems. The  initial studies  on the  first
        volunteers showed  that during the  monitoring of the  neuroprocessor's
        effects on the host, certain  anomalies in the computer were discovered
        to  coincide with  specific brain  wave frequencies.  Positive feedback
        experiments  showed  that  subjects  could  excercise  some  measure of
        control over the computers.
        Any  individual  wishing  to   undergo  a  'psychochip'  neuroprocessor
        inplantation  procedure must  go through  a series  of prepatory tests.
        This   includes   a   full    general   medical   plus   physiological,
        psychological-personality and neurological tests to assess suitability.
        Laboratory assays cover aspects such as tissue typing and immunological
        rejection assessment  as well as  screens for biochemical  and hormonal
        abnormalities (other than that being treated) and carriage of microbial
        pathogens.   Following  this   comes  pre-operative   preparation,  the
        implantation procedure itself and finally one or more follow-up checks.
        The implantation of the chips requires a technical base in medicine and
        of computing  of at least  average stellar; the  importance attached to
        the operation  emphasises the need for  a skilled surgeon -  the better
        the  surgeon  the  greater  the  chance  of  success.  The chips can be
        manufactured  at tech  level 12   and therefore  the operation  has the
        potential of being  performed on a wide basis as  long as the knowledge
        is available.
        The range of chip functions are potentially limitless although many are
        dangerous to implement and/ or are illegal. The following list is but a
        short  and rough  outline of  the available  feesible designs and their
        specific effects (Individual referees should feel free to develop their
        own ideas and the subsequent game effects - the author would be pleased
        to here from any).
        Hormonal: Base price of implant Cr.125,000
        The  hormonal  implant  is  in  essence  the  original idea fostered by
        Tuliiga using  a computer chip desighned  to specifically stimulate the
        hypothalamus and the pituitary  glands to compensate for defficiencies.
        The biochip controls the  complex electrochemical activities associated
        with   the   secretion   and   passage   of   chemicals   through  cell
        microchanneles.  The method  of action  of the  CABAl chips  within the
        brain are essentially similar across  the subtypes, although placing of
        chips, sensors and control structures vary.
        Effects can be  seen almost immediatelly, the chips can  be set to give
        appropriate stimulation,  or alternatively at greater  expense the chip
        can  be  programmed  to  repond  to  bio-electrical  signals  from  the
        brain  stem. This  requires a  period of  training ten  times 1D days -
        progress is monitored at the regular check-ups.
        The implant introduced for purely  medical reasons has effects specific
        for the  condition to which  the neuroprocessor was  added. The hormone
        production  is  achieved  via  controlled  impulses.  There  are  other
        specific neuroprocessor implants which for example through training and
        control can  lead to the  specific production of  adrenalin (through an
        indirect  path).  In  the   best-trained  individuals  the  raising  of
        adrenalin levels  at will, seeing increases  of hormone of up  to 200%.
        This  leads  to  increased   metabolic  activity  temporarily  boosting
        strength and endurance two points. The response lasts for up to half an
        hour; there  is a refractory period  of four hours where  a response is
        not possible.
        Neuronal: Base price Cr.250,000.
        This type of implant can lead  to a general and specific stimulation of
        voluntary, skeletal,  muscle - although  those taking a  more expensive
        option and  more lengthy, vigorous training  can specifically a;ter the
        pattern  of  involuntary  muscle  contraction  (i.e.  of  the heart and
        gastrointestinal tract muscle).
        Training  to acheive  muscle control  is of  the same  duration as that
        required  for  the  specific   hormonal  control  above.  The  specific
        stimulation of particular muscle sets (or indeed an overal stimulation)
        can lead to an enhancement of body strength by up two points.
        Then  'general  control'-type  neoroprocessor  implant  was  originally
        designed  for  those  individuals  suffering  from  a variety of muscle
        wasting  diseases where  neurone degeneration  has lead  to failure  of
        natural stimulation and control.
        Axonal-Cerebral: Base price Cr.325,000.
        This type of implant is the  most expensive, dangerous yet promising in
        its effects.  The first neuroprocessors  used were of  a general nature
        designed  to  compensate  those  with  defects  in  the neuronal/axonal
        pathways of the  brain that give rise to  various cognitive, memory and
        muscle abnormalities.
        General  benefits for  those suffering  from any  of the above problems
        will include improvements in recall  and cognitive abilities etc enough
        to  overcome the  original defect.  Specific enhancements  of cognitive
        functions  can raise  intelligence by  one point  and an improvement in
        recall  of memory  can raise   apparent education  by one  point. These
        effects  last up  to three  hours and  can be  utilised once every six,
        during which time the individual usually must rest.
        The  enhanced  cognitive  neuroprocessor  comprises a cerebral-computer
        interface  and  controlling  system.  Electrical  signals  generated by
        thought  process  are  converted  into  binary  codes that can directly
        make  switches in  electronic pathways  of any  linked processor-driven
        device.  Prolonged training  of up  to 12  months is  needed for  these
        functions  to  be  mastered  and  is  analagous  to  certain  abilities
        possessed by  special, zhodani psionic  adepts. These adepts  can alter
        the bits of  data held on computers (see 'Travellers  Digest 1' or Best
        of Travellers Digest vol.1' - Adventure 1 by DGP).
        The enhanced chip costs up to ten times the basic price - this includes
        all the costs involved in monitoring and training.
        To   determine  the   psychological  suitability   of  a   subject  for
        Routine, Det, 30 min (time optional),(uncertain).
        Referee:  The determination  relates to  the player's/NPC's  ability to
        convince  a  psychologist  that  they  will  be  able  to cope with the
        To determine the physical suitability of a subject for implantation:
        Routine, Med, special *, 1 hour (optional), (uncertain).
        Referee: The medical skill relates  to the investigating physician. The
        special  modifier  comes  into  force  at  the referee's discretion and
        relates to  any particular physical  problems or enhancements  that the
        player/NPC has.
        Both  the  above  tasks  must  be  successfully  negotiated  before the
        character can proceed onto the next  stage. Both tasks can be attempted
        again if an individual fails, with the following modifications; for the
        first task the difficulty increases one level for each previous failure
        i.e. second  attempt is difficult, for  the second task the  ability to
        make another attempt  depends on the level of mishap.  If the mishap is
        at  the  destroyed  level,  some  fundamental  incompatability has been
        discovered and no further attempt may  be made. At major level then the
        examining doctor has discovered some potentially fatal disease/disorder
        in the individual  (which should be easily cured  - randonmly determine
        the nature  of the disease).  This disease must  be treated before  the
        physical suitability task  is attempted. This second attempt  is at the
        next difficulty level; only one re-try is possible. The superficial and
        minor mishaps increase the task difficulty one level. Multiple re-tries
        are possible as long as determination rolls are successful.
        To prepare an individual for implantation procedure:
        Routine, Med, Dex, 15 min (optional), (uncetain, hazardous).
        Referee:  The  skills  apply  to  the  supervising  physician.  Failure
        indicates that there is some small  problem. A retry is possible unless
        there  is a  destroyed mishap,  a major  mishap increases  the task one

        Referee: Again the skills apply to  the principle medic involved in the
        operation.  Success  will  only  become  apparent  some  time after the
        operation -  recovery period is  10 times the  time increment at  which
        point  the   biochip  functions  can  be   activated.  Mishaps  can  be
        potentially fatal; a destroyed mishap signifies death to the recipient,
        a major  mishap  leaves  the  recipient  with  some degree of permanent
        damage - intelligence  and dexterity are reduced by  one point. A minor
        mishap  leads  to  the  permanent  loss  of  either one intelligence or
        dexterity point.  For all categories  including superficial there  is a
        coma following failure, the more severe  the level of mishap the longer
        and deeper the coma.
        To follow up an individual after implantation:
        Routine, Med, Int, 15 min (optional).
        Referee: These  check-ups should occur  once every two  weeks for three
        months to  monitor progress, iron  out any problems  and spot potential
        trouble. These consultations are designed to evaluate and implament the
        physiological and  psychological changes brought  about by the  working
