In may ways yes. It’s cosmopolitan at the center and off at the edge there are a bunch of barbarians you’re probably sending too few troops to fend off. Your tech is better than anyone else’s and there’s new stuff out of R&D. “all the time” You’ve got a distributed government to deal with distance.
I think when you say Roman Empire to a lot of folks they only think of it in serious decline. I don’t think the TI is like that. With all due deference, the Rebellion was a metaplot and not the result of bad governance, at least not based on any source I can find. (Except for the very early books and they were retconned).
